Polish Prime Minister Donald Tusk has revealed that he held discussions with French President Emmanuel Macron regarding the potential stationing of foreign troops in Ukraine contingent on a ceasefire agreement. However, Tusk clarified that Poland is not currently planning to undertake any such actions.

During their meeting, Macron emphasized the necessity of finding a resolution to Russia’s ongoing war in Ukraine, which has persisted for almost three years. He highlighted that both Ukraine’s sovereignty and European security are critical in seeking a path forward. Macron’s visit to Warsaw followed his recent meeting in Paris with Ukrainian President Volodymyr Zelensky and U.S. President-elect Donald Trump, who has pledged to prioritize solving the crisis upon his inauguration next month.

In light of the escalating tensions and the urgent need for military support, the U.S. announced a new military aid package of $500 million for Ukraine, aiming to strengthen Kyiv in anticipation of any potential negotiations with Russia under Trump’s administration, who has signaled intentions to seek concessions for a ceasefire.

Tusk addressed the emerging speculation regarding peacekeeping forces by confirming his dialogue with Macron on the matter. He stated, “Any decision on Polish actions will be taken in Warsaw and only in Warsaw. For the moment, we are not planning any such actions.” Although Macron did not publicly endorse the idea of peacekeepers during his Warsaw visit, he previously suggested in February the possibility of Western troops being deployed in Ukraine.

Responding to questions about Macron’s proposal, Zelensky expressed openness, stating, “Frankly, we can think and work on Emmanuel (Macron)’s position.” He acknowledged the suggestion of having troops from other nations in Ukraine to guarantee security given Ukraine’s non-NATO status.

EU foreign policy chief Kaja Kallas also weighed in, stressing that peace in Ukraine is essential for any peacekeeping missions to be viable. Macron argued that Ukrainian interests should drive negotiations concerning any concessions. “No one can speak for the Ukrainians in their name regarding concessions to make… It’s up to the Ukrainians to do so,” he stated, while also stressing that European security cannot be discussed without considering the needs and sovereignty of Ukraine.

Poland, a NATO member and a key ally of Ukraine, plays an instrumental role as a logistics hub for Western military support. With plans to assume the rotating presidency of the European Union next month, Polish leaders, including Tusk, have been in discussions with various officials regarding the future of Ukraine. In a significant move to bolster the capabilities of its armed forces, Ukraine’s Ministry of Defence has disclosed plans to allocate over 67 billion hryvnias (approximately $1.6 billion) for non-lethal support capabilities aimed at enhancing the effectiveness of its military operations in 2025. The investment is set to improve the quality of supplies for warfighters and secure essential materials crucial for effectively countering threats from adversaries.

Approximately half of this budget, amounting to around 34.2 billion hryvnias ($818.1 million), will be dedicated to the procurement of replenishments and military apparel. Specifically, the allocation breakdown indicates that 24.4 billion hryvnias ($583.7 million) is earmarked for food products, 9.5 billion hryvnias ($227.2 million) will be used to acquire tactical gear, and 314.7 million hryvnias ($7.5 million) will be directed towards fuel supplies.

The Ministry of Defence has expressed that this significant expenditure is geared towards fulfilling additional logistical requirements for the armed forces in the upcoming year. As part of the initiative, a tender has already been issued for the procurement of 550,000 pairs of summer boots and one million summer field uniforms. This early preparation initiative is aimed at ensuring that troops are well-equipped for the spring and summer operational seasons.

Deputy Defence Minister Dmytro Klimenkov emphasized the urgency of these investments, stating, “Amid war, we cannot afford any delays. Advance contracting guarantees that the Armed Forces of Ukraine will be provided with everything they need.” His comments underline the critical nature of timely supply deliveries to maintain the operational readiness of military personnel in the ongoing conflict.

In a related development, Kyiv’s defense procurement body, the State Operator for Non-Lethal Acquisition (DOT), had previously revealed plans to allocate 92 billion hryvnias ($2.2 billion) for similar non-lethal assets for the fiscal year 2024. Remarkably, the open-bidding procurement process allowed the government to realize savings of approximately 17 billion hryvnias ($406.6 million) from the total budget.

Northrop Grumman has announced it has been awarded an $801 million contract to provide operations training support for the United States Air Force. This agreement focuses on enhancing proficiency projects delivered by the Air Force’s own training experts, catering to both daily team lessons and larger military exercise events.

Under this new contract, Northrop Grumman will facilitate a range of services that include virtual training sessions as requested by the Combat Air Forces Distributed Mission Operations. The US Navy has officially welcomed its fourth John Lewis-class replenishment oiler vessel, the USNS Robert F. Kennedy (T-AO 208), from General Dynamics NASSCO. This handover follows the successful completion of integrated sea trials, which were conducted to ensure that the vessel meets the military’s stringent standards for functionality and operational readiness.

The newly delivered USNS Kennedy will join the Navy’s Military Sealift Command, an entity tasked with managing logistics for the Navy, which includes the delivery of fuel, supplies, tactical equipment, and land-based vehicles to U.S. naval forces operating at sea. This advancement significantly enhances the Navy’s replenishment capabilities while underway.

John Lighthammer, the program manager for the US Navy’s Auxiliary and Special Mission Ships Program, emphasized the importance of this delivery, referring to it as a significant milestone. The John Lewis-class replenishment oilers are impressive vessels, each measuring 746 feet (227 meters) in length and designed to accommodate a crew of over 120 sailors. They are equipped with defensive armaments, which include machine guns, close-in weapon systems, and air defense missiles, ensuring their protection during operations.

In terms of performance, the USNS Kennedy is powered by two Fairbanks-Morse diesel engines, enabling it to reach speeds of up to 20 knots (approximately 23 miles or 37 kilometers per hour), with a remarkable operational range exceeding 6,000 nautical miles (around 6,905 miles or 11,112 kilometers).

In a significant investment to expand the fleet, the US Department of Defense awarded General Dynamics a $6.75 billion contract last September to construct eight more vessels in the John Lewis class, in addition to the previous orders. This ambitious plan will ultimately expand the Navy’s fleet of John Lewis-class oilers to a total of 17 vessels, reinforcing the logistical backbone essential for sustaining naval operations in both peacetime and during combat scenarios.

The US Air Force has finalized a significant contract with Boeing valued at $450.5 million, aimed at enhancing the capabilities of Japan’s fleet of F-15 fighter jets. This agreement will see around 70 of Japan’s approximately 200 F-15s undergo extensive upgrades as part of the Super Interceptor Program.

The upgrades are set to include cutting-edge technology such as Raytheon APG-82(v)1 active electronically scanned array radars, advanced display core processor II mission system computers, and BAE Systems AN/ALQ-250 Eagle passive warning survivability systems. This upgrade project is particularly important as it modernizes a fleet that has been in service since the 1980s, with the F-15J variant specifically developed for Japan as a licensed version of the US F-15C/D.

The Super Interceptor Program, whose approval was given by the US government in 2021 at a cost of $4.5 billion, will also see the integration of the AGM-158 Joint Air-to-Surface Standoff Missile Extended Range (JASSM-ER) into the F-15s. This advanced missile system boasts a remarkable stand-off range of 575 miles (925 kilometers), enhancing Japan’s operational capabilities by allowing the armed aircraft to target Chinese warships across the western Pacific. In a significant escalation of hostilities, Ukrainian drones targeted a police barracks in Chechnya during the early hours of Thursday, marking the second time this month that the site has come under attack. The regional head, Ramzan Kadyrov, reported that at approximately 12:55 am local time, a drone was downed over the building located in Grozny, the capital of Chechnya.

Kadyrov confirmed that as a result of falling debris from the intercepted drone, four guards sustained light injuries. He detailed the incident on his Telegram channel, noting that the drone exploded in mid-air, causing damage to the roof and breaking windows. The explosion also sparked a small fire, which was quickly controlled and extinguished by the authorities present at the scene.
