90-Yr-Old Ex-Army Doc Hit By Former UT Home Secy’s Car

A 90-year-old city woman, who happens to be a former Army doctor and had served during the 1962 Sino-Indian war, sustained injuries after she was allegedly knocked down by a car ferrying a senior Haryana bureaucrat outside the Tagore Theatre yesterday. Family members said they were upset over the lack of apathy shown by the bureaucrat and his failure to render any assistance.The woman, Capt Paramjit Kaur Dhanoa (retd), suffered a broken rib besides swelling on her head and injuries on her face. She was admitted to the Command Hospital, Chandimandir, where her condition is said to be stable. Captain IP Dhanoa, a merchant navy officer, said he had taken his mother to watch a play at the theatre. As they were moving through the main gate on foot, a car knocked her down. He claimed that the car was ferrying Anil Kumar, who till recently was the UT Home Secretary and now posted back to his home state Haryana, and his wife. Anil Kumar could not be contacted and calls made on his mobile phone went unanswered. A police official posted at the Sector 19 police station said the woman did not submit any complaint yesterday but a complaint in this regard was received today. “We are investigating the complaint and will take action accordingly,” said the investigating officer. Dhanoa claimed that Anil Kumar disembarked from the car and said that the accident was his driver’s fault, but then hurried away into the theatre. “He didn’t bother to wait and ensure to get medical help and didn’t assist us in any way. He was also reluctant to identify himself,” he said. “Such behaviour is totally unethical and does not speak well of a senior government officer who is supposed to look after the welfare of citizens,” he added.Capt Paramjit had served in the Army Medical Corps (AMC) from 1955 to 1966. Her husband, Maj Gen SS Dhanoa too was in the AMC, having been commissioned during the Second World War and retiring in 1981. Dhanoa and his son have also posted the incident and picture of his mother on his Facebook page. Complaint against IAS officer received: SHO The Station House Officer (SHO) of the Sector 19 police station said the victim refused to submit any complaint on Friday but her son lodged a complaint against the IAS officer on Saturday. “We are investigating the complaint and will take action accordingly,” said the investigating officer.

Government has recently released the 11th edition of national health profile 2015. The profile is released by J. P. Nadda, union health minister. He stated that e-book of NHP 2015 is a step toward that digital India mission of PM Narendra Modi. National health profile has revealed some data form previous years and predicted their future effects. Some basic information that it gave is

  • Every hospital serves about 61,000 people and every bed there is for 1833 people
  • India currently has 9.4 lakh allopathic doctors, 1.54 dental doctors7.4 lakh AYUSH doctors
  • Nearly 11,000 people are served by every allopathic doctor. Bihar and Maharashtra are worst in this race
  • The number of allopathic doctors registered with medical council of India are 16,000 in 2014, which is less then previous year

Education is the door to bright future.

Using the human power to manage and develop the nation is the task to be done to take the status to the next level. Some major changes in education field have taken place in the recent months that triggered the evaluation of youth.

This month has been very effective in education as the search engine giant, Google and online education company Udacity launched online courses in India. The two companies tied up with India’s TATA to offer online technical courses, focusing over teaching software developers to build android apps (android- OS backed by Google). The course will be of six to nine months and will be charged Rs 9,800 for it. Google instructors based in United States will give lessons to the students. India has 3.6 million developers second in world, whom Google is eying to make skilled. The company will offer 1000 scholarships and all the graduates will be invited for job fair hosted by Google in India, next year.

Even Indian institutions are also going abroad to provide them easy education. Recently, IGNOU has decided to restart its operation in 9 foreign centers. The center will start enrollment of foreign students. The step came after two years it has withdrawn the facilities from 84 countries following legal compilation. The university has stopped working earlier due to the objection from the host nation over the direct agreement with the foreign institutes. Out of 84 nations, the operation in 29 nations was continues, but fresh enrollment was withdrawn from those also in 2013.India-Getting-Ahead-of-the-Crowd

Several efforts have been made in India to gear up the education enrollment in the country. The result is seen recently in a study that disclosed the school enrollment hike in the Indian states. The study revealed that school enrollment in Bihar has touched 93.77 percent at primary level, 87.63 % at upper primary level, 42.08 % in secondary level and 19.06 % in higher secondary level. The performance of Jharkhand and West Bengal has also improved. Kerala, Delhi, Meghalaya, Karnataka have shown good performance in enrollments. This has showed the good pace of new generation being keen in getting education.

Government is also eying at providing equal opportunities to the disabled people. Union cabinet has given red signal to setting up Indian sign language research and training centers. The approval came out during the cabinet meet chaired by PM Narendra Modi. The Center will be setup as a society and will be established under Societies Registration Act, 1860. The Center will come under the patronage of department of empowerment of persons with disabilities, ministry of social justice and empowerment. The society will have a president and a general council and an executive council. General council will have 12 members. The Center will focus on providing equal opportunities to the hearing impaired persons to fully participate in all areas.

Well, the fact lies on how effectively, we utilize our resources to make the conditions more favorable for students to get education. The steps are going in a right way but their expected results will be seen only after the proper focus and unbiased approach.

In case you are already serving in the Army/Navy/Air Force, SSB call letter will be put up to your Officer Commanding and your move in connection with this interview will be treated as temporary duty under the provision of TR-192 (f). As such you will bring return journey railway warrant for your journey. You are required to bring one set of uniform.

  1. In case the candidate has been posted out of your unit please forward this letter(SSB Letter) to his present unit immediately, under intimation to his Centre.
  2. Copies of movement order and DO Part II will not be endorsed to this Centre, Separate movement order will be issued to every individual required to report to this Centre.

It is double the amount you have spent in the journey from your address to the respective SSB board. Though there are some important points you should know about SSB travelling allowance.

  1. TA is admissible for the shortest route only. If you are travelling from Delhi to Bangalore, then the amount you will give for the shortest route from Delhi to Bangalore even though you travelled to Mumbai from Delhi and then Bangalore from Mumbai.
  2. AC 3 Tier fare (including reservation-cum-sleeper charges) by main route from home station to SSB and bus fare from home to the nearest railway station (if not connected by rail) will be paid as per government rates on production of tickets.   3. No reimbursement of rail/bus fares/ reservation-cum-sleeper charges will be permitted in the absence of original travel documents.   4. You are entitled to TA when you attend the interview for a commission for the first time. Such allowance is not admissible for second or subsequent attempts for the same type of commission. You will get the SSB travelling allowance once for permanent commission entry and for short service commission entry, irrespective to the type of entry. In short you can only claim SSB travelling allowance two times in your life.

Don’t be Unfair With Airmen, Tribunal Tells Air Force

Taking a serious view of denial of no-objection certificate to an airman to join civil services, the Armed Forces Tribunal on Thursday slammed such an “arbitrary” approach within defence forces and asked them to be more humane.

These remarks were made by the Tribunal Bench headed by Chairperson Justice AK Mathur while hearing a plea by Corporal Ashit Kumar Mishra, who was not given an NOC by the Indian Air Force to join a group `B` civil service job in Uttar Pradesh.

“Denial of grant of NOC to Mishra was totally unfair, unwarranted and arbitrary. We direct the IAF to grant NOC to the petitioner so as to enable him to join the post of a Trade Officer in the state of UP and release him,” it added.

Terming the IAF policy of asking personnel to get NOCs at every stage of filing applications for civil services jobs as a “suicidal” approach, the Bench said, “we failed to
appreciate that every now and then condition is put, when he qualifies a written test he has to seek an NOC, and when he qualifies for a interview, then he has to seek an NOC.”

Justice Mathur said the policy is, “typical bureaucratic approach to harass air warrior every now and then to run after clerks and officers.”Indian Air Force Airmen

Observing that the such an approach was “not positive” and leads to “disaffection” amongst the subordinate staff, the bench said it does not look well when reasonable requests are turned down.

Pointing out that opportunity given to service personnel for progression should be done without compromising with service needs, the Bench said, “it does not mean that
authorities are free to be unfair to their airmen.”

The bench observed that it is not easy for service personnel to compete for gazetted posts in civil services but when they make it, “the authorities should not act in arbitrary manner, rather deal with them like a human being.”

Apache and Chinook In IAF; Modi Govt’s Biggest Defence Deals So Far

The Cabinet Committee on Security today approved the purchase of Boeing’s Apache and Chinook helicopters for the Indian Air Force (IAF) in a deal worth around $2.5 billion. The deal for 22 Apache attack and 15 heavy lift Chinook helicopters with the United States coincides with Prime Minister Narendra Modi’s visit to the US starting tomorrow. It is the single biggest defence contract signed in the first 16 months of the NDA government. The contract is believed to have an option for follow-on orders for 11 more Apaches and four extra Chinooks. The deal for Apache is in two parts: one Direct Commercial Sale (DCS) contract will be signed with Boeing for the attack helicopter, while another will be a Foreign Military Sales (FMS) agreement with the US government for its weapons, radars and electronic warfare equipment. The Chinook, which was selected after extensive trials in 2012, is being acquired as a DCS deal.

The 22 Apache helicopters will replace IAF’s Mi-35 attack helicopters and will be armed with Hellfire missiles. Indian Army had also demanded 39 Apache helicopters for its aviation corps, which was approved by the UPA government, after army’s bitter and long-running dispute with the IAF for control of attack helicopters. These attack helicopters were to be deployed by the army as part of its three Strike Corps and for the new mountain strike corps being raised for China border. The army’s requirements could be met by signing a follow up deal with Boeing and the US government. The Chinooks, which will replace the IAF’s ageing Mi-26 fleet, will be used for heli-lifting of heavy military equipment, including special artillery guns and supplies, to inhospitable areas of the North and the North-East.Apache Indian Air Force

This deal has been pending since pending since 2013, when cost negotiations had taken place, and Boeing had reportedly warned the defence ministry that it could not hold to those prices beyond September. Boeing had already given 10 price extensions and the last extension for a month was given on the request of the Indian government. These helicopters are likely to be delivered within five years. The first helicopter is expected to enter the IAF within three years. The usual practice is for the defence ministry to pay 15 per cent of the negotiated value at the time of signing the contract, while the balance payments are made in accordance with the delivery schedule.
