Missed Final Merit List in CDS or CAPF?: UPSC Launches ‘PRATIBHA Setu’ to Unlock Career Opportunities for Aspirants Who Narrowly Miss Final Merit List

UPSC’s PRATIBHA Setu: Bridging Aspirants with Opportunities Beyond the Merit List.

The Union Public Service Commission (UPSC) has launched PRATIBHA Setu (Professional Resource And Talent Integration Bridge for Hiring Aspirants), a digital platform aimed at connecting highly qualified UPSC candidates who missed the final merit list with potential employers across government, PSUs, academia, and the private sector.

The initiative, rolled out in June 2025, replaces the earlier Public Disclosure Scheme (PDS) of 2018 with enhanced features and broader reach. Unlike its predecessor, PRATIBHA Setu offers a centralized online repository of candidates and an interactive employer dashboard for streamlined recruitment.

  • Wide Exam Coverage: Eligible candidates include those from Civil Services, Engineering Services, Indian Forest Service, Combined Medical Services, CAPF, CDS, IES/ISS, and Geo-Scientist exams.
  • Employer Access: Ministries, PSUs, academic institutions, and registered private companies with valid CINs can browse profiles securely.
  • Exclusions: NDA & NA Examination and Limited Departmental Competitive Examinations (e.g., CBI-DSP LDCE, CISF AC(EXE) LDCE) are not covered.

The platform allows employers to search candidate profiles, shortlist talent, and contact aspirants directly for job opportunities.

Officials said the move recognizes the untapped potential of thousands of candidates who clear multiple stages of UPSC’s toughest exams but miss final selection due to limited vacancies. By institutionalizing transparency and creating new career pathways, PRATIBHA Setu aims to strengthen national capacity building while validating the hard work of aspirants.

“Success in UPSC is not just about selection but about service, skill, and resilience. PRATIBHA Setu embodies all three,” an official noted.

The databank already has details of more than 10,000 candidates, providing a ready talent pool for diverse sectors seeking merit-driven recruitment.
