Faculty members from the College of Defence Management (CDM), Secunderabad, conducted a specialised Financial Management capsule for 45 Senior Medical Officers attending the Medical Officers’ Senior Command Course (MOSCC-138) at the Army Medical College and Centre, Lucknow. The programme brought together officers from the Indian Army, Indian Navy, Indian Air Force and Friendly Foreign Countries, highlighting the collaborative nature of professional military education.
The training capsule was designed to strengthen the participants’ understanding of financial management and resource administration, equipping senior medical officers with the knowledge required to effectively manage financial responsibilities alongside their operational and clinical duties. The initiative reflects the growing emphasis on developing well-rounded military leaders capable of balancing healthcare delivery with efficient resource management.
During the interactive sessions, CDM faculty delivered detailed lectures on budgeting processes within the Armed Forces and the principles governing public procurement in the defence sector. The programme provided participants with insights into financial planning, budget allocation, expenditure management and procurement procedures that support the functioning of military medical establishments.
A major highlight of the capsule was the detailed deliberation on procurement through the Government e-Marketplace (GeM). Faculty members discussed the evolving procurement ecosystem, best practices for transparent and efficient acquisition of goods and services, and the role of digital procurement platforms in enhancing accountability, cost-effectiveness and operational efficiency across defence organisations.
The sessions encouraged active participation from the attending officers, who engaged in discussions on practical challenges associated with financial administration, procurement planning and resource utilisation in military healthcare institutions. The interactive format enabled participants to exchange experiences and gain a deeper understanding of contemporary financial management practices within the Armed Forces.
The programme underscored the expanding responsibilities of senior military medical officers, whose roles increasingly extend beyond clinical care to include administration, financial oversight and institutional management. By strengthening their understanding of budgeting and procurement, the capsule aimed to enhance their ability to make informed financial decisions while ensuring optimal utilisation of public resources.
The Financial Management capsule reinforced the importance of value-for-money principles in defence expenditure and highlighted the need for prudent financial stewardship in supporting operational readiness and healthcare delivery. It also reflected the College of Defence Management’s continued commitment to developing managerial and leadership competencies among officers of the Armed Forces through specialised professional education.
