India and Japan Sign MoI for Joint Development of UNICORN Naval Communication System

India and Japan have taken a significant step forward in their defense relationship by signing a Memorandum of Implementation (MoI) for the joint development and production of an advanced communication system known as the Unified Complex Radio Antenna (UNICORN) mast. The formal signing of the MoI took place during a ceremony in Tokyo, where Indiaโ€™s Ambassador to Japan, Sibi George, and Ishikawa Takeshi, the Commissioner of the Acquisition Technology and Logistics Agency under Japanโ€™s Ministry of Defence, exchanged the document.

The UNICORN mast represents a revolutionary naval communication technology, designed to integrate multiple communication systems into a single platform. Its innovative architecture enhances the stealth capabilities of naval vessels by minimizing their radar cross-section (RCS). The system achieves this by stacking antennas and encasing them within a radome, which makes detection by enemy radar more challenging and boosts the operational effectiveness of naval platforms in delicate situations.

In a statement, the Indian Navy emphasized its commitment to inducting these sophisticated systems, highlighting its collaboration with Bharat Electronics Limited in India, which will work alongside Japanese partners on this project. The Navy also noted that this partnership represents a pivotal moment, as it marks the first instance of co-development and co-production of defense equipment between India and Japan.

The groundwork for the UNICORN initiative was laid during high-level discussions in the India-Japan 2+2 dialogue held in August 2024. Both countries acknowledged the advancements in transferring UNICORN technologies and the expeditious signing of relevant agreements.

While Japan has been working to increase its defense exports in recent years, it has faced challenges due to the stringent constraints imposed by its pacifist constitution. This new agreement may very well set a precedent, potentially leading to the first export of Japanese defense technology under the 2015 bilateral defense equipment and technology transfer agreement.

Previous negotiations between India and Japan concerning an amphibious aircraft procurement for the Indian Navy had stalled, primarily due to elevated costs and shifting priorities. However, the progression of the UNICORN project signals a rejuvenated pace in defense collaboration between these two nations, reinforcing their strategic partnership in regional security.
