The Indian Navy will host the ‘Emerging Leaders Panel Discussion’ under the framework of the Indian Ocean Naval Symposium (IONS) from August 27–28, 2025, at the Southern Naval Command, Kochi.
The two-day event will see participation from young naval officers representing 18 IONS member nations, who will engage in deliberations on contemporary and emerging maritime security challenges. The panel aims to foster multilateral cooperation, strengthen regional frameworks, and nurture the next generation of maritime leaders in the Indian Ocean Region (IOR).
Vice Admiral V. Srinivas, Flag Officer Commanding-in-Chief, Southern Naval Command, will inaugurate the event as Chief Guest.
Key Themes of Discussion
The panel will focus on four major themes:
- Strategic Importance of the IOR and Current Challenges – perspectives from young officers on issues such as piracy, terrorism, humanitarian crises, and geopolitical tensions.
- Emerging Technologies in Maritime Security – role of unmanned systems, AI, cyber tools, and space-based surveillance in enhancing operational effectiveness.
- Future Role of IONS in Maritime Collaboration – strategies for joint cooperation, intelligence sharing, and capacity building.
- Harnessing Training Capabilities – roadmap for joint exercises, training exchanges, and doctrinal development to boost interoperability among member navies.
Strengthening Maritime Diplomacy
IONS, launched by the Indian Navy in 2008, has become a key platform for promoting maritime dialogue and interoperability among Indian Ocean littoral states. With over 20 navies and 300 personnel expected at Kochi, the panel will be a landmark platform for strategic cooperation.
The Ministry of Defence stressed that the event highlights India’s vision of the Indian Ocean as a zone of peace and cooperation, while preparing young leaders to address evolving challenges.
This comes shortly after India hosted the IONS Working Group on Maritime Security in June 2025 at New Delhi, where nations reaffirmed their resolve to safeguard a secure and open Indian Ocean.
By bringing focus on youth leadership, technology, and joint training, the Kochi panel discussion reinforces India’s role as a net security provider in the region and its commitment to advancing collective maritime security.
