Uttar Pradesh Transfers 15 IAS and 23 PCS Officers in Major Administrative Reshuffle

The government has not issued a public statement linking the orders to any single administrative review.

Uttar Pradesh Transfers 15 IAS and 23 PCS Officers in Major Administrative Reshuffle

The Uttar Pradesh government on Saturday, 3 October 2026, transferred 15 Indian Administrative Service (IAS) officers and 23 Provincial Civil Service (PCS) officers in a major administrative reshuffle. The orders cover mining, medical education, Panchayati Raj, cooperative bodies, housing, universities and several district postings. The move follows the transfer of 10 IAS officers on 20 September 2026.

The reshuffle changes charge in the Geology and Mining Department, the Medical Education Department and the Directorate of Panchayati Raj, and also reassigns Chief Development Officers, Additional District Magistrates and registrars of two universities.

Key IAS changes

Mala Srivastava has been relieved of the additional charge of Director, Geology and Mining, and will continue as Secretary, Geology and Mining. Ujjwal Kumar, Managing Director of the Uttar Pradesh Medical Supplies Corporation, has been appointed Special Secretary and Director, Geology and Mining. J. Reebha, who was Special Secretary and Additional Director, Geology and Mining, has been posted as Managing Director of the Uttar Pradesh Medical Supplies Corporation.

In Panchayati Raj, Srihari Pratap Shahi, Additional Chief Executive Officer of the Uttar Pradesh Expressways Industrial Development Authority (UPEIDA), has been appointed Director, Panchayati Raj. The incumbent, Amit Kumar Singh, has been moved as Managing Director of the Pradeshik Cooperative Dairy Federation (PCDF). Hindustan reported that Panchayati Raj Minister Om Prakash Rajbhar had been dissatisfied with senior officers of the department, and that the Director’s shift followed an earlier change at the level of Principal Secretary.

Prakash Bindu, Managing Director, PCDF, has been appointed Secretary, Medical Education. Sachin Kumar Singh, Additional Director in the Uttar Pradesh State Agricultural Produce Markets Board, has been appointed Special Secretary, Medical Education.

Neeraj Shukla, Additional Commissioner in the Uttar Pradesh Awas Evam Vikas Parishad, has been appointed Managing Director of the Pradeshik Cooperative Federation (PCF). Dr Chandra Bhushan, Managing Director, PCF, has been posted as Additional Director of the Dr Ram Manohar Lohia Uttar Pradesh Academy of Administration and Management.

Rakesh Kumar Singh, Additional District Magistrate (Finance and Revenue), Lucknow, has been appointed Additional Commissioner, Uttar Pradesh Awas Evam Vikas Parishad. Archana Gaharwar and Reena Singh have exchanged university charges: Archana Gaharwar has been appointed Registrar of Dr A.P.J. Abdul Kalam Technical University (AKTU), Lucknow, and Reena Singh Registrar of King George’s Medical University (KGMU), Lucknow.

At the district level, Dhruv Khadia has moved from Chief Development Officer (CDO), Jaunpur, to CDO, Mau. Vivek Kumar Srivastava, CDO, Mau, has been posted as Member (Judicial), Board of Revenue, Prayagraj. Narendra Bahadur Singh, Additional District Magistrate (Finance and Revenue), Lakhimpur Kheri, has been appointed CDO, Jaunpur.

Some Hindi reports state that the Secretary’s charge, rather than the Director’s charge, was withdrawn from Mala Srivastava. The posting chain reported by ET Government — Ujjwal Kumar taking both Special Secretary and Director, Geology and Mining, while Mala Srivastava continues as Secretary — is the version used above.

PCS transfers

The 23 PCS officers include Additional District Magistrates, Sub-Divisional Magistrates, Additional Municipal Commissioners and officers posted to development authorities and agricultural universities.

Chandresh Kumar, ADM (Judicial), Sant Kabir Nagar, has been posted as Chief Revenue Officer, Deoria. Gyanendra Vikram has been appointed ADM (Judicial), Sant Kabir Nagar. Lavi Tripathi, Additional Municipal Commissioner, Meerut, has been appointed ADM (Administration), Saharanpur, and Rajesh Kumar has moved to Additional Municipal Commissioner, Meerut. Pushpendra Patel has been appointed ADM (Administration), Rampur.

Arpit Gupta has been appointed Registrar, Banda Agricultural and Technological University. Vijay Shankar, SDM, Bijnor, has been appointed Registrar, Mahatma Buddha Agricultural and Technological University, Kushinagar. Abhinav Kannaujiya has been posted as Joint Dairy Commissioner. Brijesh Kumar Singh has been appointed Secretary, Meerut Development Authority.

Other district postings include Shivani Singh as ADM (Namami Gange and Rural Water Supply), Jalaun; Prem Chandra Maurya as ADM (Finance and Revenue), Pratapgarh; Ramji Mishra as ADM (Finance and Revenue), Lucknow; Rajendra Kumar as ADM (Judicial), Hardoi; and Prafull Kumar Tripathi as ADM (Administration), Moradabad. Brijesh Kumar Tripathi has been posted as ADM (Finance and Revenue), Lakhimpur Kheri. Kinshuk Srivastava has been placed in the waiting list from ADM (Municipal), Aligarh, with Sangeeta Devi posted in his place. Gambhir Singh has moved to ADM (Finance and Revenue), Muzaffarnagar, and Narendra Singh to ADM (Finance and Revenue), Azamgarh. Mayank Kundu has been transferred from SDM, Hardoi, to SDM, Moradabad.

The government has not issued a public statement linking the orders to any single administrative review. Sections of the state press have read the reshuffle, which comes after the 20 September IAS transfers, against the approach to the next electoral cycle and against reported differences in the Panchayati Raj Department.
