Surg Vice Admiral Dilip Raghavan has been promoted and appointed as Director General Hospital Services (Armed Forces) in the office of the Director General Armed Forces Medical Services (DGAFMS), New Delhi.
Air Marshal Sandeep Thareja, DGAFMS, along with all ranks of the Armed Forces Medical Services (AFMS), congratulated Surg Vice Admiral Dilip Raghavan on his promotion and assumption of the important appointment.
An alumnus of the Armed Forces Medical College (AFMC), Pune, Surg Vice Admiral Dilip Raghavan was commissioned into the Armed Forces Medical Services on 26 December 1989. He is an accomplished Ear, Nose and Throat (ENT) specialist and renowned Neuro-otologist, with post-doctoral training in Microsurgery and Cochlear Implant Surgery from the Madras ENT Research Foundation.
During his distinguished career, Surg Vice Admiral Raghavan has held several important clinical, academic, command and administrative appointments. On 24 July 2024, he took over as the Commanding Officer of INHS Asvini, the Indian Navy’s flagship hospital in Mumbai, from Surg Rear Admiral Vivek Hande, VSM, at a ceremonial Division. His tenure at INHS Asvini added to his extensive experience in military hospital administration and specialised healthcare delivery.
He subsequently served as Command Medical Officer, Eastern Naval Command, assuming the appointment on 19 September 2025. His other important appointments have included Commodore AFMS at the office of DGAFMS and Professor and Head of the Department of ENT at AFMC Pune.
Surg Vice Admiral Raghavan’s career has combined specialised clinical expertise with leadership in military healthcare, medical education and hospital administration. His experience in ENT and Neuro-otology, together with his command appointments at major Armed Forces medical establishments, has contributed to strengthening specialised healthcare capabilities for service personnel and their families.
As Director General Hospital Services (Armed Forces), Surg Vice Admiral Raghavan will shoulder an important responsibility within the office of DGAFMS, contributing to the effective functioning and continued development of hospital services across the Armed Forces Medical Services.
The appointment comes as the AFMS continues to strengthen specialised medical care, modernise healthcare infrastructure, enhance clinical capabilities and promote patient-centric healthcare for serving personnel, veterans and their dependants.
His appointment reflects the AFMS’s continued emphasis on professional excellence, specialised expertise and effective medical leadership across the three Services. With his extensive clinical, academic, command and administrative experience, Surg Vice Admiral Dilip Raghavan brings significant expertise to his new responsibility.
