6 IAS Officers Among 19 Chargesheeted by CBI in ₹504-Crore Haryana Government Funds Scam

6 IAS Officers Among 19 Chargesheeted by CBI

Chandigarh/Panchkula: The Central Bureau of Investigation (CBI) has filed its third chargesheet in the alleged misappropriation of Haryana government funds amounting to Rs 504 crore, naming 19 additional accused, including six Indian Administrative Service (IAS) officers of the Haryana cadre.

The chargesheet was submitted on 2 September 2026 before the Special CBI Court in Panchkula. With this filing, the total number of persons chargesheeted in the case has risen to 37. The agency has so far arrested 26 accused, conducted 54 searches, and seized incriminating material, including gold valued at approximately Rs 20 crore.

Those named in the latest chargesheet comprise six Haryana-cadre IAS officers, three officials of IDFC First Bank, one official of AU Small Finance Bank, and nine other Haryana government officials. The IAS officers identified are Mohd. Shayin (then Managing Director, Haryana Power Generation Corporation Limited), Saket Kumar (then Commissioner and Secretary, Development and Panchayats Department), Pardeep Kumar (then Member Secretary, Haryana State Pollution Control Board), Vineet Garg (then Chairman, Haryana State Pollution Control Board), Ram Kumar Singh (then Commissioner, Municipal Corporation, Panchkula), and Pankaj Agarwal (then Chairman, Haryana State Agricultural Marketing Board). Three of these officers—Pardeep Kumar, Ram Kumar Singh and Pankaj Agarwal—had been arrested earlier in the investigation.

The bank officials named are Shamim Ahmed Dar, Sudha Goyal and Kuldeep Singh of IDFC First Bank, and Charanjeet Singh Randhawa of AU Small Finance Bank. The other government officials listed include Deepti Kaushik and Rajesh Goyal of HPGCL, Prince Sharma of the Development and Panchayats Department, Saurav Kumar and Parveen Kumar of HSPCB, Surender Jain of Municipal Corporation Panchkula, and Surinder Kaur, Amit Kumar and Jugal Kishor of the Haryana Labour Welfare Board.

According to the CBI, the accused public servants, in connivance with bank officials of IDFC First Bank and AU Small Finance Bank, orchestrated a planned scheme. Funds belonging to eight Haryana government departments and organisations were transferred from empanelled banks into specific branches of the two private banks, where accounts were opened as part of the alleged conspiracy. These transfers were made in violation of the Haryana Finance Department’s guidelines on financial prudence and fraud prevention. The funds were then misappropriated through fraudulent means, diverted to unconnected third parties, layered through multiple bank accounts and converted into cash, resulting in alleged wrongful enrichment.

The eight affected departments and organisations are the Department of Panchayat, the Municipal Corporations of Panchkula and Kalka, the Haryana School Shiksha Pariyojna Parishad, the Haryana Labour Welfare Board, the Haryana State Agricultural Marketing Board, the Haryana State Pollution Control Board and the Haryana Power Generation Corporation Limited. The CBI has pegged the quantum of the alleged fraud at Rs 504 crore.

The accused have been charged with offences including criminal conspiracy, cheating, destruction of evidence, forgery, using false documents as genuine, falsification of accounts, criminal breach of trust and abetment under the Bharatiya Nyaya Sanhita, as well as bribery and criminal misconduct under the Prevention of Corruption Act. CBI spokesperson Beena Yadav stated that the investigation established a planned sequence of fraudulent transactions.

The CBI took over the probe from the Haryana State Vigilance and Anti-Corruption Bureau following a request from the state government. The agency has also taken over two related cases pertaining to Chandigarh entities—Chandigarh Smart City Limited and the Municipal Corporation of Chandigarh, and the Chandigarh Renewable Energy and Science and Technology Promotion Society. Chargesheets have already been filed in those matters. All three cases remain under further investigation against other suspects, with the agency focusing on tracing the complete money trail and recovering the alleged proceeds of the fraud.

The chargesheet against the serving and former IAS officers has been filed; however, the trial court cannot take cognizance until the competent authorities grant the required prosecution sanctions. The allegations remain unproven in court, and the accused are entitled to the presumption of innocence until proven guilty.
