General NS Raja Subramani, Chief of the Defence Staff (CDS) and Secretary, Department of Military Affairs, inaugurated residential accommodation for Senior Sailors and Defence Civilians of the Indian Navy, along with critical trunk utility and amenity infrastructure under Project Seabird Phase IIA, at Naval Base Karwar on 8 October 2026.
The inauguration took place in the presence of Vice Admiral Vivek Dahiya, Director General Seabird, and other senior officers. The facilities form part of the ongoing infrastructure development under Project Seabird Phase IIA at the naval base.

The residential accommodation inaugurated at East of Manzil Creek (EOMC) and Amadalli comprises dedicated facilities for senior sailors, naval defence civilians and personnel of the Defence Security Corps (DSC). The infrastructure also includes a kindergarten (KG) school, adding an educational facility to the residential amenities.
The newly inaugurated facilities include one tower of married accommodation for senior sailors, comprising 60 dwelling units (DUs), and another tower with 60 dwelling units for Naval Defence Civilians. In addition, in-living accommodation has been provided for 156 DSC personnel.
The residential infrastructure represents a significant component of the facilities inaugurated as part of Project Seabird Phase IIA. By providing accommodation for different categories of naval personnel and defence civilians, the project includes residential provisions alongside the critical trunk utility and amenity infrastructure inaugurated during the event.

The facilities at EOMC and Amadalli include accommodation designed for married senior sailors, dedicated housing for naval defence civilians and in-living accommodation for DSC personnel. The inclusion of a KG school further expands the range of residential amenities available within the infrastructure package.
The inauguration on 8 October marks another milestone in the development of facilities under Project Seabird Phase IIA at Naval Base Karwar. The event brought together senior defence leadership and officers associated with the Seabird project for the inauguration of residential accommodation and supporting infrastructure.
