In a significant push toward enhancing the operational effectiveness of the Indian Air Force (IAF), Defence Minister Rajnath Singh convened a high-level meeting with top IAF officials on Tuesday. Addressing the Air Force Commandersโ€™ conference held at the Air Headquarters, Singh emphasized the need to make the process of capability and capacity building โ€œmore effective and efficient,โ€ aligning with the nationโ€™s strategic objectives.

This meeting comes at a crucial juncture as the IAF embarks on an ambitious modernization program, focusing on developing and incorporating locally produced military hardware. Singh commended the IAFโ€™s dedication and professionalism in safeguarding Indiaโ€™s sovereignty, expressing confidence in the forceโ€™s ability to meet evolving security challenges.

During the conference, Singh was given a comprehensive briefing on the current operational capabilities of the IAF. Describing the gathering as a vital platform for senior leadership, the defence ministry highlighted its importance in addressing contemporary challenges and strategizing for future operational excellence. Additionally, discussions centered on promoting Atmanirbharta, or self-reliance, within Indiaโ€™s defense sector.

This Air Force Commandersโ€™ conference marked the first under the new Chief of Air Staff, Air Chief Marshal AP Singh, who took command on September 30. The conference was attended by key figures including Chief of Defence Staff General Anil Chauhan, Defence Secretary Rajesh Kumar Singh, who recently assumed office, DRDO chief Samir V Kamat, and Secretary of Defence Production Sanjay Kumar. The agenda covered a range of critical operational, administrative, and strategic issues that are paramount for the IAF as it evolves into a more modern fighting force.

However, the ongoing modernization efforts face challenges, particularly regarding the Light Combat Aircraft (LCA Mk-1A) program. The IAF has raised concerns about delays potentially compromising its combat effectiveness. This issue has been escalated to Hindustan Aeronautics Limited (HAL), which is expected to fulfil a โ‚น48,000 crore contract for 83 fighters by 2028-29. Moreover, the defence ministry is considering awarding HAL a contract for an additional 97 LCA Mk-1As valued at โ‚น67,000 crore by the end of the year. Despite these plans, skepticism remains within the IAF regarding HALโ€™s ability to meet the timelines, primarily due to delays in the supply of crucial F404 engines from US-based GE Aerospace.

The LCA Mk-1A is intended to replace the aging fleet of Mikoyan-Gurevich MiG-21 fighters currently in service. Other modernization initiatives include upgrading the Sukhoi-30 fighters, a project estimated to cost around โ‚น65,000 crore, and increasing the number of Prachand light combat helicopters in the IAFโ€™s inventory.

In his initial remarks as IAF chief, Air Chief Marshal Singh underscored HALโ€™s responsibility to adhere to its commitments of producing 24 jets annually to mitigate delays. He also highlighted the importance of drawing lessons from current projects to inform future initiatives, notably the LCA Mk-2 and the Advanced Medium Combat Aircraft (AMCA), a next-generation stealth fighter.

Acknowledging the technological advancements made by China, Singh stressed the imperative for India to accelerate its indigenous manufacturing capabilities. He articulated an ambitious vision for the IAF, aiming for the operational deployment of domestically produced weapons and systems by the year 2047.
