46 KCP Cadres Surrender in Major Boost to Peace Efforts in Manipur

In a significant development for the ongoing peace and reconciliation process in Manipur, 46 cadres of the proscribed Kangleipak Communist Party (KCP) voluntarily surrendered before Manipur Chief Minister Shri N. Biren Singh’s successor and current Chief Minister Shri Y. Khemchand Singh at Mantripukhri Garrison in Imphal East. The mass surrender marks one of the notable successes in the state’s efforts to encourage insurgents to abandon violence and reintegrate into mainstream society.

The surrender ceremony was attended by several senior civil, military, and police officials, underscoring the coordinated approach adopted by the government and security forces. Among those present were the General Officer Commanding (GOC), Spear Corps, the Director General of Police (DGP), Manipur, the Inspector General Assam Rifles (South), the General Officer Commanding Red Shield Division, and the Deputy Inspector General (DIG), Central Reserve Police Force (CRPF).

According to official information, the surrender was the culmination of months of sustained outreach, confidence-building measures, and persistent engagement carried out by formations of the Indian Army and Assam Rifles under the Spear Corps, operating under the aegis of the Eastern Command. The initiative was conducted in close coordination with the Manipur Police and various Central Security Agencies, reflecting a comprehensive civil-security partnership aimed at restoring long-term peace in the state.

Officials stated that the success of the initiative was made possible through the relentless efforts of the Assam Rifles, which maintained open channels of communication with members of the banned outfit despite challenging circumstances. Through continuous dialogue and confidence-building initiatives, security forces persuaded the cadres to renounce militancy and embrace a peaceful future.

The surrendered cadres have reportedly resolved to abjure violence, surrender their association with the banned insurgent organisation, and return to civilian life. Their decision is expected to facilitate their rehabilitation under existing government policies designed to support the reintegration of former militants into mainstream society.

The development is being viewed as an important milestone in the broader effort to restore normalcy in Manipur, which has witnessed prolonged security challenges due to insurgent activities over several decades. Security officials believe that such voluntary surrenders not only weaken militant organisations but also send a strong message encouraging other misguided youths to choose dialogue over armed conflict.
