Former Chief of the Air Staff Air Chief Marshal V R Chaudhari, PVSM, AVSM, VM (Retd), has underlined the need for the Indian Armed Forces to move beyond conventional inter-service cooperation and develop a deeply integrated, digitally connected and Artificial Intelligence-enabled architecture for future Multi-Domain Operations.
Speaking at the Army War College on the subject of “Multi Domain Operations”, Air Chief Marshal Chaudhari highlighted the imperative of seamless capability fusion across the entire spectrum of military operations to achieve strategic objectives. His remarks focused on the changing character of warfare and the need for military organisations to function as an integrated system rather than as individual services and capabilities working alongside one another.
He advocated the development of what he described as a “Structurally Synchronous Architecture”, an approach that would go significantly beyond simple cooperation between different stakeholders. Such an architecture would seek to integrate capabilities, information, decision-making and operational effects at a structural level rather than depending primarily on coordination during individual operations.
At the centre of this concept is the creation of a shared, real-time digital operational network empowered by Artificial Intelligence. Such a network could enable information gathered by different sensors and platforms to be rapidly shared across the operational environment, providing commanders with improved situational awareness and enabling faster decision-making.

Modern warfare generates enormous quantities of information through satellites, aircraft, unmanned aerial vehicles, radars, electronic intelligence systems, naval platforms, ground-based sensors and other intelligence, surveillance and reconnaissance assets. The military advantage increasingly depends not only on possessing these capabilities but also on how effectively the information generated by them can be processed, analysed and converted into operational action.
Artificial Intelligence could play an important role in managing this increasingly complex information environment. AI-enabled systems can assist in processing large quantities of battlefield data, identifying patterns, prioritising threats and presenting relevant information to commanders. They can also support intelligence analysis, surveillance, mission planning, logistics, predictive maintenance and operational decision-making.
The concept highlighted by the former Air Chief is closely associated with reducing the time between detecting a threat and responding to it. In a highly networked military environment, a sensor operated by one service could potentially provide targeting or situational information to a weapon system belonging to another service, allowing the most suitable available capability to be employed against a particular threat.

This approach represents a transition from traditional platform-centric warfare towards network-centric operations. Fighter aircraft, warships, missile batteries, artillery systems, drones and other platforms remain critical, but their effectiveness can be significantly enhanced when they are connected through secure digital networks and operate as components of a larger combat architecture.
Multi-Domain Operations seek to integrate capabilities across land, air, maritime, space, cyber, electromagnetic and information environments. An operation taking place on land, for example, could simultaneously involve air power, satellite-based intelligence, unmanned systems, electronic warfare, cyber capabilities and long-range precision weapons.
The objective is not simply to have these capabilities participating in the same operation. Instead, they need to function within a common operational framework where information can move rapidly between sensors, commanders and weapon systems and effects can be synchronised across multiple domains.
Such integration also places significant importance on secure and resilient communications. Future military networks will have to operate in environments where adversaries may attempt to disrupt communications through electronic warfare, cyber attacks, jamming or attacks against space-based infrastructure. Network resilience, cybersecurity, encryption and redundancy will therefore become increasingly important components of military capability.
Air Chief Marshal Chaudhari’s observations are particularly relevant as the Indian Armed Forces continue their wider transformation towards greater jointness, integration and technology-driven warfare. The Army, Navy and Air Force increasingly operate in a battlespace where traditional boundaries between individual military domains are becoming less distinct.
Cyber operations can affect air-defence networks, satellite systems can provide intelligence for ground and maritime forces, electronic warfare can disrupt enemy sensors and communications, while unmanned platforms can provide targeting information for weapons located hundreds of kilometres away. The ability to coordinate these capabilities in real time can provide a major operational advantage.
Recent conflicts have also demonstrated the growing importance of drones, long-range precision weapons, integrated air defence, electronic warfare, satellite intelligence and resilient communication networks. These developments have reinforced the view that no individual weapon system or platform can independently dominate a modern battlefield.
Instead, military effectiveness increasingly depends on the ability to combine different capabilities and employ them at the right place and time. A force capable of rapidly detecting a threat, sharing that information and assigning the most suitable weapon to engage it can potentially achieve a significant advantage over an adversary with slower decision-making and less integrated systems.
For India, developing such capabilities will require more than the acquisition of advanced aircraft, missiles, warships, drones and surveillance systems. It will also require common operational concepts, interoperable communication systems, compatible data standards, joint training, secure networks and appropriate command-and-control structures.
Air Chief Marshal Vivek Ram Chaudhari served as the 27th Chief of the Air Staff of the Indian Air Force from September 2021 until his retirement in September 2024. A fighter pilot, he was commissioned into the fighter stream of the IAF on 29 December 1982 and held several important command, staff and instructional appointments during his career.
Before becoming Chief of the Air Staff, he served as Vice Chief of the Air Staff and also commanded the strategically important Western Air Command. During his long military career, he gained extensive operational and command experience and was awarded the Param Vishisht Seva Medal, Ati Vishisht Seva Medal and Vayu Sena Medal.
His address at the Army War College highlights the direction in which modern military operations are increasingly evolving. Future wars are expected to involve simultaneous operations across several physical and non-physical domains, with commanders required to process enormous quantities of information while making decisions within increasingly compressed timelines.
The call for a Structurally Synchronous Architecture therefore represents a move beyond conventional coordination towards institutionalised integration. Instead of individual capabilities being connected only when required, the objective would be to create an operational architecture in which connectivity, information sharing and joint employment are built into the structure itself.
A shared, real-time and AI-empowered operational network could ultimately allow information collected anywhere across the battlespace to reach the commander, platform or weapon system best positioned to act upon it. Such capability fusion could considerably shorten decision-making cycles and enable military effects to be generated across multiple domains simultaneously.
As warfare becomes increasingly digital, networked and influenced by Artificial Intelligence, autonomous systems, cyber capabilities and space-based assets, seamless integration across the Armed Forces is likely to become an increasingly important element of India’s military preparedness. Air Chief Marshal V R Chaudhari’s remarks underline that achieving strategic objectives in future conflicts will depend not simply on possessing advanced capabilities, but on how effectively those capabilities can be fused into a single, responsive and resilient operational system.
