JeM’s Bahawalpur Compound Reportedly Restored After Destruction in Operation Sindoor

Reconstruction of Markaz Subhanallah complex raises fresh concerns over the continued presence of terror infrastructure in Pakistan.

Terror Structure Restored

The Bahawalpur headquarters of the UN-designated terrorist organisation Jaish-e-Mohammed (JeM) in Pakistan has reportedly been extensively reconstructed and restored, more than a year after it was damaged during India’s Operation Sindoor, according to intelligence assessments and imagery cited in reports.

The Markaz Subhanallah complex, which was among the sites targeted during Operation Sindoor, has reportedly undergone substantial reconstruction. Images cited in the report indicate that damaged structures, including domes and the central hall, have been repaired, while areas affected by precision strikes have also been restored.

The central hall is reported to have undergone extensive refurbishment, including new plaster, paint and marble flooring. Adjacent structures associated with the complex have also reportedly been reconstructed following their earlier destruction.

According to intelligence sources cited in the report, significant funds were allegedly provided to JeM for the reconstruction, with approximately 25 crore Pakistani rupees reportedly channelled in instalments. Around 11 crore Pakistani rupees were allegedly earmarked for renovation of the main hall.

Located on the outskirts of Bahawalpur in Pakistan’s Punjab province, the Markaz Subhanallah complex has long been identified by Indian security agencies and analysts as an important centre associated with JeM activities.

The reported restoration comes more than a year after Operation Sindoor, which was launched by India in response to the April 2025 Pahalgam terror attack. India targeted multiple sites associated with terrorist infrastructure in Pakistan and Pakistan-occupied Jammu and Kashmir during the operation.

The reported reconstruction has renewed concerns in India over the continued existence of terrorist infrastructure in Pakistan despite repeated international calls for action against designated terrorist organisations.

JeM has been linked to several major terrorist attacks targeting India, including the 2019 Pulwama attack. The organisation and its leadership remain subject to international counter-terrorism measures.

Reports also indicate that JeM founder Masood Azhar has remained largely sidelined due to health concerns, while operational control of the Bahawalpur facility is reportedly being handled by senior members of the organisation.

The reported restoration of the facility comes amid continued tensions between India and Pakistan and adds to New Delhi’s concerns regarding Pakistan’s alleged failure to permanently dismantle terrorist infrastructure operating from its territory.

If confirmed, the rebuilding of the complex could become another point of contention in India-Pakistan relations and may further reinforce India’s argument that counter-terrorism commitments must be accompanied by verifiable and sustained action against terrorist networks.
