The Ministry of Home Affairs has appointed Shri Surendra Kumar Jha, a 2010-batch Indian Police Service (IPS) officer of the Jharkhand cadre, as Deputy Inspector General (DIG) in the Border Security Force (BSF) on central deputation. The move is part of routine cadre strengthening in the country’s primary border-guarding force.
Shri Jha, who is currently serving as DIG (Personnel) at the Jharkhand Police Headquarters in Ranchi, will assume the new role at the earliest following his relief from the state cadre. The appointment places him in a senior operational and command position within the BSF, which is responsible for guarding India’s international borders.
Officer’s Background and Career Profile
Born on 5 July 1983 in Bihar, Shri Surendra Kumar Jha joined the Indian Police Service in August 2010 as a direct recruit through the Union Public Service Commission examination. He holds a postgraduate degree and has accumulated over 15 years of diverse experience in policing, intelligence, and administration.
His notable field assignments in Jharkhand include:
- Superintendent of Police, Giridih district
- Senior Superintendent of Police, Ranchi (Rural and urban responsibilities)
- Superintendent of Police, Anti-Terrorism Squad (ATS), Jharkhand
- DIG, Bokaro Range
Throughout his career, Shri Jha has been recognised for effective handling of law-and-order situations, including the management of communal tensions in sensitive districts such as Chatra. He has been awarded the Police Medal for Gallantry (PMG) and a bar to the medal in recognition of his acts of courage and distinguished service.
Prior to his current posting as DIG (Personnel) at state headquarters (Level 13/13A), he served as DIG of Bokaro Range, where he was actively involved in public grievance redressal and community policing initiatives.
Significance of the Appointment
Central deputation of experienced state cadre IPS officers to Central Armed Police Forces (CAPFs) such as the BSF is a well-established practice. It facilitates the infusion of field-level operational expertise into border security and internal security frameworks while providing officers with exposure to national-level responsibilities.
With his background in district policing, intelligence operations through the ATS, and range-level command, Shri Jha is expected to contribute meaningfully to the BSF’s operational effectiveness, personnel management, and strategic border management initiatives.
This appointment increases the number of Jharkhand cadre IPS officers on central deputation, reflecting the state’s continued contribution to national security apparatus. As of the latest reports, Jharkhand has approximately 146 IPS officers in its cadre, with a significant number serving in central organisations.
Official Process
The Ministry of Home Affairs has formally communicated the appointment to the Government of Jharkhand and requested early relief of the officer to enable him to join the BSF without delay. Standard deputation terms, tenure, and emoluments as applicable to DIG-level officers in CAPFs will govern the posting.
Shri Jha’s transition underscores the government’s emphasis on deploying seasoned officers with proven operational credentials to key positions in border security forces amid evolving challenges along India’s frontiers.
