Odisha Government Directs Universities to Issue Original Degree Certificates to NCC Cadets Within Six Months

Higher Education Department move aims to prevent certificate delays from affecting NCC cadets seeking recruitment in Armed Forces and government services.

The Odisha Higher Education Department has directed all universities in the state to issue original degree certificates to National Cadet Corps (NCC) cadets within six months of the issuance of their provisional degree certificates. The move is aimed at ensuring that delays in academic certification do not prevent eligible NCC cadets from applying for recruitment opportunities in the Armed Forces and other government services.

Director of Higher Education Kali Prasanna Mahapatra recently communicated the directive to the Controllers of Examination of universities across the state, asking institutions to streamline their examination and certification procedures and ensure that original degree certificates are issued within the prescribed six-month period.

The department noted that delays in receiving original degree certificates have created difficulties for NCC cadets seeking employment and recruitment opportunities. Several recruitment agencies require candidates to produce original educational certificates during document verification within specified timelines, and candidates who are unable to submit the required documents on time can risk losing opportunities despite meeting the eligibility criteria.

The new directive is expected to particularly benefit NCC cadets aspiring to join the Armed Forces, where documentation and verification requirements are an important part of the recruitment process. It will also assist candidates applying for various central government services where original academic certificates may be required during recruitment and appointment procedures.

Universities have been asked to ensure that the entire certification process, including printing, verification and distribution of original degree certificates, is completed without unnecessary delays. The Higher Education Department has advised institutions to establish appropriate mechanisms to track the process and ensure that certificates reach students within the stipulated period.

The department has accorded the issue priority and instructed universities to take immediate necessary action. The directive seeks to reduce administrative delays and provide students with timely access to documents that are essential for pursuing higher education, employment and competitive recruitment opportunities.

The initiative assumes added significance for NCC cadets because the National Cadet Corps provides students with structured exposure to discipline, leadership, physical training and national service. A significant number of NCC cadets aspire to pursue careers in the Armed Forces and other uniformed services after completing their education.

Under Odisha’s undergraduate education framework aligned with the National Education Policy 2020, NCC is offered as an elective subject to students. The integration of NCC into higher education provides students with an opportunity to combine academic learning with structured training and activities associated with the Corps.

There are around 63,000 NCC cadets enrolled in educational institutions across Odisha, making timely academic certification an important administrative requirement for a large student community. The government’s directive is therefore expected to have a wider impact beyond individual candidates by ensuring that NCC cadets are not disadvantaged by delays within the university certification system.

By setting a six-month deadline from the issuance of provisional certificates, the Higher Education Department has sought to create greater accountability in the certification process. The measure is intended to ensure that students who have completed their academic requirements can access their original credentials in time to pursue recruitment and other career opportunities without avoidable administrative hurdles.
