The Central Bureau of Investigation has registered a corruption case against two Central Industrial Security Force officers who were earlier posted at the CISF unit of Bharat Coking Coal Limited in Dhanbad, after an internal departmental inquiry found serious financial irregularities.
The First Information Report, registered by the CBI’s Anti-Corruption Branch in Dhanbad on September 28, 2026, names Om Kumar Tanwar, then Deputy Commandant of the CISF unit at BCCL, and Raj Laxmi Verma, then Inspector (Executive) at the same unit. Both officers were suspended in March 2026 following the departmental inquiry. The case rests on a written complaint lodged on February 25, 2026.
The complaint was filed by Jose Mohan, IPS, Chief Vigilance Officer and Inspector General (Personnel) at CISF Headquarters, New Delhi. It followed a representation by Madan Singh of the All India Coal Mines Union, Jharkhand, who had approached the CISF vigilance wing with documents and a pen drive said to contain three audio clips. According to the FIR, the clips allegedly carry voices resembling those of Tanwar and Verma, and the conversations are said to concern illegal money transactions. The original vigilance complaint, Singh’s representation, the pen drive and related CDs have been made part of the FIR.
Singh had alleged that CISF officers and personnel posted at the BCCL unit in Dhanbad were involved in corrupt practices and undesirable activities. The subsequent departmental inquiry, the FIR records, pointed to serious financial irregularities on the part of the two named officers. On a prima facie reading of the material, the CBI has proceeded on the allegation that the two, while public servants, sought undue advantage in connection with the discharge of official duties and entered into a criminal conspiracy.
Regional reports state that the FIR has been registered under Section 7 of the Prevention of Corruption Act, 1988, and Section 61(2) of the Bharatiya Nyaya Sanhita, which deals with criminal conspiracy. After a preliminary examination, Bhawar Lal Meena, IPS, Superintendent of Police, CBI ACB Dhanbad, directed registration of the case. The investigation has been entrusted to Deputy Superintendent of Police Vikas Kumar Pathak.
The two officers were posted at the BCCL Coal Nagar unit in Dhanbad during the period under inquiry. Following suspension, Tanwar is attached to the 8th Reserve Battalion of the CISF at Jaipur, and Verma to the Tenughat Thermal Power Station unit at Lalpania. The CBI has indicated that a chargesheet will be filed after the investigation is completed. The allegations remain unproven, and the officers have not been convicted.
The case is distinct from a separate CBI trap operation in August 2026, in which three officials of the CISF Regional Pay and Accounts Office in Ranchi were arrested while allegedly accepting a bribe of ₹48,400, with follow-up searches in Ranchi and Dhanbad.
