The Indian Navy’s premier base INS Kadamba, located in Karwar, Karnataka, witnessed a significant leadership transition on August 21. Rear Admiral Vikram Menon, VSM, assumed charge as Flag Officer Commanding, Karnataka Naval Area (FOK), succeeding Rear Admiral KM Ramakrishnan, VSM, in a formal handover ceremony.
The change of command underscores the Navy’s ongoing efforts to strengthen operational readiness and expand its strategic footprint in the Indo-Pacific region amid evolving geopolitical challenges.
INS Kadamba: India’s Largest Naval Base
Commissioned on May 31, 2005 under the ambitious Project Seabird, INS Kadamba is strategically positioned along a 26-kilometer coastline between the Western Ghats and the Arabian Sea.
- Phase I, completed in 2011 at a cost of ₹2,629 crore, laid the foundation for one of the world’s largest naval bases.
- Once fully developed, Kadamba will accommodate 50 frontline warships and 40 auxiliary vessels, making it the largest naval facility east of the Suez Canal.
- The ongoing Phase IIA expansion, launched post-2017, continues to enhance infrastructure and logistics, boosting India’s maritime power projection.
Rear Admiral Vikram Menon: A Distinguished Naval Career
Rear Admiral Menon, an alumnus of the National Defence Academy, Khadakwasla, and the Naval War College, brings over 35 years of service to his new role.
His career highlights include:
- Serving as Joint Secretary (Navy & Defence Staff) at the Ministry of Defence, New Delhi.
- Commanding units such as INS Tillanchang, INS Sharda, and INS Hansa (where he was awarded the Vishisht Seva Medal in 2018).
- Distinguished service as a qualified flying instructor with over 2,000 flight hours, including operating the Sea Harrier fighter jets from INS Viraat.
Strategic Importance of Kadamba
INS Kadamba plays a central role in India’s maritime security strategy, including operations such as Operation Sankalp (2019) to protect Indian-flagged vessels in high-risk waters.
With India countering regional challenges like China’s “String of Pearls” strategy, the base’s expansion is critical to the Navy’s Indo-Pacific vision.
The Navy is also planning to relocate major assets — including guided-missile destroyers and Scorpène-class submarines — to Karwar, further cementing Kadamba’s position as a strategic maritime hub.
