Jammu and Kashmir Lieutenant Governor Manoj Sinha on Friday ordered the termination of two government employees from north Kashmir’s Kupwara district for their alleged links with the banned terror outfit Lashkar-e-Taiba (LeT).
The dismissed employees have been identified as Khurshid Ahmed Rather, a teacher posted in Karnah, and Siyad Ahmad Khan, an assistant stockman in the Sheep Husbandry Department in Keran. Both have been in jail since January 2024.
Termination Under Article 311(2)(c)
Authorities invoked Article 311(2)(c) of the Constitution, which allows dismissal without inquiry “in the interest of national security.” Officials stated that law enforcement and intelligence agencies had collected substantial evidence of their involvement with LeT networks.
Crackdown on Terror Links
This action is part of the administration’s continuing crackdown on terror operatives, overground workers, and sympathisers embedded within government institutions. Since the abrogation of Article 370 in August 2019, 75 government employees have been dismissed on similar grounds.
Previous Dismissals in June
Earlier in June 2025, three employees – a police constable, a schoolteacher, and a health department assistant – were also dismissed for alleged terror links. They were identified as Ajaz Ahmad (teacher from Poonch), Malik Ishfaq Naseer (police constable from Anantnag), and Waseem Ahmad Khan (assistant from Srinagar). All three remain in jail.
Officials said the latest dismissals reinforce the government’s zero-tolerance policy against terrorism and its supporters within state institutions.
