IAF Meteorology Branch Notification 2016 –  2017 | July 2017 Course.Indian Air Force (IAF) invites applications from enterprising & adventurous Indian Citizens (men and women) as per Citizenship Act 1955 for the following courses commencing in July 2017 for grant of Permanent / Short Service Commission in Meteorology Branch. The last date for submission of applications is 16th July 2016.

Educational Qualifications: Post Graduate Degree in any Science stream / Mathematics / Statistics / Geography / Computer Applications / Environmental Science / Applied Physics / Oceanography / Meteorology / Agricultural Meteorology / Ecology & Environment / Geo-physics / Environmental Biology with minimum of 50% marks in aggregate of all papers put together (Provided Maths and Physics were studied at Graduation Level, with a minimum of 55% marks in both).

Indian Air Force Meteorology Branch Pay and Allowances

  • Pay and Allowances:- Flying Officers will be entitled to Pay in Pay Band of Rs 15,600 – 39,100 per month along with Grade Pay, Military Service Pay, Dearness Allowance, Kit Maintenance Allowance, Transport Allowance. In addition, other allowances are applicable based on nature of duty / place of posting and would include , Field Area Allowance, Special Compensatory (Hill area) Allowance, Special Force Allowance, Siachin Allowance, Island Special Duty Allowance, Hard Area Allowance and Remote Locality Allowance. On successful completion of Training, the newly Commissioned Flying Officers would be entitled to approximate gross monthly emoluments in Meteorology Branch, including Transport Allowance of major cities, of Rss 66,738/–.
  • Benefits:- In addition to the Pay & Allowances, Officers are entitled to Furnished Accommodation, Comprehensive Medical Cover for self and dependants, Leave Travel Concession, Leave (60 days Annual and 20 days Casual) subject to service exigency, supply of entitled rations, canteen & Officers’ Mess facilities and many more.
  • Insurance: – Rs. 50 Lakh Insurance Cover (on contribution) is applicable to serving officers.

Physical Standards:

(a) Height and Weight: Minimum height: Men – 157.5 Cms, Women -152 Cms with correlated weight.
(b) All other medical criteria would be evaluated by the Air Force Medical Authorities whose decision on the fitness would be final.

Selection Process: Candidates who are short-listed will be called for testing at one of the Air Force Selection Boards (AFSBs) at Dehradun, Mysore, Gandhinagar, Varanasi or Kancharapara. The testing would consist of two stages:-

(a) Stage-I Test consisting of Intelligence Test along with other tests will be conducted on the first day. Stage-I Test is a screening test and only those who qualify would undergo subsequent testing. All candidates would be subjected to document check to ascertain their eligibility for the Meteorology Branch. Those candidates who either do not qualify in Stage-I testing or do not meet the required eligibility criteria would be sent back on the first day itself.
(b) Stage-II Testing consisting of Psychological Test, Group Tests and Interview will be conducted on subsequent days (Four Days).

How to Apply: Eligible Candidates are to complete the application as per prescribed format and forward the same to POST BAG NO. 001, NIRMAN BHAWAN POST OFFICE, NEW DELHI -110106 by ordinary post only. The postal cover Super-scribe the envelope with ‘APPLICATION FOR METEOROLOGY BRANCH COURSES COMMENCING IN JULY 2017’.

Application must be accompanied with the following:-

(a) One self addressed envelope (size – 23 X 10 cm) with Rs 27/- postage stamp.
(b) Two unattested recent colour photographs similar to the one pasted on the application form.

READ OFFICIAL NOTIFICATION ——-OLD————- The AFCAT 2 2018 will be the second opportunity served by the IAF to all the Air force aspirants. To get the maximum deserving candidates for the entries, the Airforce authorities have planned a selection eligibility criteria, which is different for the entries of the exam. The qualifying exam will be same for all the aspirants except the candidates, who had applied for the technical entry. They will have to clear an EKT test apart from the qualifying exam. Eligibility Criteria

AFCAT 2 2018 Educational Qualification: Flying Branch- Candidate must have a graduate in any discipline with Physics and Mathematics at 10+2 level or B.E/B. Tech with minimum 60% marks. Ground Duty (Technical)- Candidates must have a graduation level degree in any discipline with Physics and Mathematics at 10+2 level with minimum 60% marks. Ground Duty (Non-Technical)- Candidates must have graduation level degree any discipline with minimum 60% marks and obtain 60% marks in Section A & B examination of Aeronautical Society of India or Associate Membership of Institute Engineers (India).

Eligibility Criteria Flying Age – The eligible age for the flying entry is 20 – 24 years as on 01 Jul 2018 i.e. a candidate born between 02 Jul 1995 to 01 Jul 1999 (including both dates) is eligible to apply for the Flying entry. Educational Qualification –    A graduate candidate with minimum 60% marks and must have scored minimum 60%marks in Maths and Physics in 10+2 in 12th standard. –    B.Tech/ B.E candidates who have scored minimum 60% marks and have scored 60% marks in maths and physics in 10+2 in 12th standard are also eligible for it. Ground Duty Technical Age – The age of the candidate must fall between 20 to 26 years as on 01 Jul 2019 i.e. a candidate born between 02 Jul 1993 to 01 Jul 1999 (including both dates) is eligible for Technical entry. Educational Qualification – The candidate must have B.Tech/ B.E degree in notified streams as mentioned in the official notification of the IAF with minimum 60% marks and have scored minimum 60% marks in Physics and Maths in 10+2 standard are eligible for technical entry. Ground Duty Non-Technical Age – The age of the candidate must fall between 20 to 26 years as on 01 Jul 2019 i.e. a candidate born between 02 Jul 1993 to 01 Jul 1999 (including both dates) is eligible for Technical entry. Educational Qualification –
  • Administration and Logistics – Graduation degree with minimum 60% marks or equivalent.
  • Accounts – B.Com Degree with minimum 60% marks or equivalent.
  • Education – Post graduate degree (MBA / MCA or MA / M Sc degree in English / Physics / Mathematics / Chemistry / Statistics / International relations / International Studies / Defence Studies / Psychology / Computer Science / IT /Management / Mass Communication / Journalism / Public Relation) with minimum 50% marks, along with minimum 60% marks in graduation.
Selection Procedure –    The AFCAT exam is the first stage of the selection procedure. After clearing the exam, the candidates can opt the date and selection centres as per their choice on the portal at careerairforce. –    The screening test is the first stage of the interview, which consists of verbal, nonverbal tests and a PPDT test. The selected candidates will stay at the centres for further selection tests and those who could not qualify it, would be set free on the same day. –    The next stage consists of a personal interview, Psychology and GTO tests, PABT (for flying only), on the last day conference will be conducted after which, the final result is announced. The selected candidates are sent for medical examination. AFCAT 1 2018 Selection Procedure

All applicants whose applications are submitted by due date will be called for Air Force Common Admission Test (AFCAT) and Engineering Knowledge Test (EKT) (applicable only for candidates applying for technical branch) to be conducted on Mar 2018 (Sunday) at one of the examination centres mentioned at para 17 (b). Candidates will be required to login to their candidate login accounts regularly for information on AFCAT, EKT (if applicable) and AFSB testing. The AFCAT will be of two hours duration and will contain multiple choice questions on verbal ability, numerical ability, reasoning, general awareness and military aptitude. Sample question papers and syllabus of AFCAT/EKT is available on IAF career website www.careerairforce.nic.in. EKT would be for 45 minutes and conducted immediately after AFCAT. Candidates who are short-listed on the basis of (AFCAT/EKT) will be called for further testing at one of the Air Force Selection Boards (AFSBs) at Dehradun, Mysore, Gandhinagar, Varanasi or Kancharapara. The testing would consist of three stages as given below.

“Tumhein padhne bheja tha wahan, ya khelne” (“Did I send you there to study or to play games?”) – said Maj Poonia’s father Shri Gulab Chand, a farmer, upon hearing that his eldest son Surendra was planning to go to France from his college to participate in the Medical Olympics of 1999. Today, Shri Gulab Chand is a proud man who talks of his son’s achievements in his native village of Rajpura in Siker District, a parched village in Rajasthan, where Major Poonia was born to him and Smt. Sharda Devi on 1st of January 1977. The future athlete grew up in the hinterlands, always aspiring to create new standards and set records right from his childhood days. As a five-year-old, Major Surendra Poonia class was asked by their teacher Sh Bhoor Singh to plant one tree in their home and ensure that it survived. In one of the driest places in the country, no child, including Surendra, was able to make the plant survive. His grandmother told him, “Son! In our home no tree has ever grown. Your grandfather tried, your father tried, it always failed!” That spurred young Surender even more. Year after year, he planted the sapling, did something innovative to compensate for the problems of the previous attempt. The cycle of failure went on for 5 years, until finally a plant survived and began to grow tall – it still exists in his village today. That was the first record to be broken by young Surendra.

 

Major Surendra Poonia studied in his village Rajpura , attended school in Jawahar Navodaya Vidyalaya Patan ,Sikar,and “graduated from the Armed Forces Medical College, Pune – one of India’s most prestigious medical colleges” ,Pune. He was the first from his village to become an army officer and a doctor. He is the one of the best sportsmen produced by Navodaya Vidyalaya and by one of India’s premier defense academies – AFMC. In year 1999 he broke all the long distance races record held by AFMC alumni from as far back as 1968 and 1971. Major Surendra Poonia later volunteered for the challenging and elite volunteer force of the Indian Army- The Parachute Regiment, where he served with 2 Para Special Forces, 10 Para Special Forces and 5 Para for 5 years in the insurgency ridden area of Jammu and Kashmir. He also saw service on the world’s highest battlefield – Siachen. During a counter terrorism operation in 2005 at Bandipore forest , Kashmir, he saved the lives of 1 officer and 8 soldiers during a fierce gun-battle for which the Chief of the Indian Army decorated him with his Commendation Card. In 2003, he participated in the Indo-Mongolia Joint War Exercise at Ulan Bator, Mongolia.

Major Surendra Poonia also served with distinction in the United Nation’s Peace Keeping Mission at DRC (Congo) for one year managing international peace missions in difficult areas.

In 2008, Major Surendra Poonia was selected for the oldest and most prestigious Parachute -Cavalry regiment of India -The President’s Bodyguard (PBG), which serves directly under the Supreme Commander of the Nation. The PBG is the only Para-Cavalry regiment in the world.He served under two Presidents of India -Smt Pratibha Devi Singh Patil and Sh Pranab Mukherjee,

In 2010, Major Surendra Poonia became the first Indian sportsman to win three medals in the World Medical Games at Croatia. Subsequently, in 2011 at Las-Palmas, Spain, he won 2 gold medals, 2 silver medals and 1 bronze medal at the same meet. Year 2012 saw him further improve on his previous sporting success when he won 2 gold medals and 5 silver medals in Antalya, Turkey, becoming the first athlete to win consecutive gold medals in the Power Lifting event for 3 years in a row.

From July 2008 to Sept 2012 Dr Surendra Poonia was one of the core team member involved in implementing ‘Roshni’ – a green innovative concept, evolved at the behest of the then President of India, Smt. Pratibha Devisingh Patil, encompassing environment management and empowerment of local communities to create eco-friendly sustainable urban habitats through participation of stakeholders and convergence of partnership programmes. The programme aims to make the President’s Estate a model in green, energy efficient and zero waste model township as an example for all other habitats across India. Following the launch of Roshni, the President’s Estate became the first urban habitat to be awarded the “ISO 14001:2004” Certification, for its Environment Management System.

Major Poonia is a rare combination of international medal winning sportsman, decorated army officer, paratrooper, medical professional and fitness expert. With his 12 yrs of diverse exposure, experience, passion for excellence and multifaceted expertise to lead an Indian sports and social initiative that dreams of narrowing the gap between rural and urban India, he resigned from Armed Forces in 2012.

Today, he is a sportsperson, a fitness expert, a social worker, a youth icon and a speaker combining his experience as a soldier, a paratrooper and a medical doctor.

Awards and Career Highlights

On Jan 26th, 2012 ,he was awarded the ‘Vishisht Seva Medal’ (VSM) by the President of India for his ‘Distinguished Service of an Exceptional Order’ in the field of sports.Till date, he is the youngest recipient of this prestigious award.

Recently in a report regarding intelligence bureau, it was disclosed that the agency is hiring MBA, B.Tech pass-outs and doctors for the jobs of spies. This step was taken by many students who were already working in any private company and left that job for joining IB. This job gives them job satisfaction along with thrill and adventure. This interest of new pass-outs from different corners of the nation is making a new era of intelligence and educated spies that can be trained easily with more modern knowledge and vast areas of operations. Heavy politics and underfunding had made it little weak. But, with fresh new minds this job will regenerate the agency. This will also revive the faith of people in IB which had almost extinct from people due to increased terror attacks and spreading terror groups, the terror attack of 26/11 was one of the known attacks. According to the IB officials, the agency is going through a shortage of personals by 30% which is a lack of nearly 8000 officers. But as youngsters are showing a keen interest in this job it will certainly give them a glorious future.

Well this agency has a long history. Intelligence bureau was formed in British era to keep an eye on Russian forces to safeguard British from them. But finally got its identity in 1947 after independence. After that IB was trained by Russian KBG till The Soviet Union got dismantled. 1962 Sino-India war and 1965 Indo-Pak war witnessed, lapse of intelligence resulted into parting out RAW from IB. SAARC (South Asian Association for Regional Cooperation) is on the way to achieve another milestone. In a fresh move, India held a meeting with other SAARC members for finalizing the project of SAARC satellite which is exclusively for regional grouping. Officials from ISRO and external affairs ministry attended the meet with other officials of SAARC nations. This initiative was ordered by Prime Minister Narendra Modi last year after one month of his joining and made its announcement in Kathmandu during 18th SAARC summit (26-27 November 2014).

The role of the satellite will be weather forecasting tele-medicine, tele-education, disaster management and crop productivity and termed as a gift to SAARC nations. The meet was successfully concluded with complete cooperation from all member nations. Some doubts were also raised during the meet like Afghanistan has a satellite but has some area out of its reach, so how will it work? Nepal is completely emphasizing on disaster management. Bhutan officials praised the move. This satellite will help them as they don’t have any satellite of their own. SAARC is a group of 8 nations (with 9 observers) which is formed to strengthen the trade and boost the economy of South Asian nations. Some nations have shown their interest in it. Myanmar is trying to get the status of the permanent member from its current observer status. While Russia also want the observer status of SAARC. The group nations have also showed their activeness in an anti-terrorism field during 12th and 13th summit.

SAFTA South Asian Free Trade area was also a step to bolster the relations of South Asian nations. It was signed on 6th January 2004 during 12th SAARC summit held in Islamabad, Pakistan. But the agreement came into force after two years in January 2006. SAFTA aims at providing equitable benefit and pacing up the competition among the member countries. It increased the economic cooperation trade to a new level.

SAARC VISA exemption was also an appreciable step toward the establishment of harmony. Last year in September, the officials form SAARC have discussed this issue. The meet was aimed toward SAARC VISA facilitation and VISA exemption sticker scheme. The immigration officials discussed to provide VISA exemption for common people in the SAARC countries. Currently only eminent personals and government officials are allowed for VISA exemption.

SAARC has been very close to Modi which was witnessed when he invited all SAARC nations on his swearing-in ceremony. This step cemented the closeness of Modi with SAARC with the neighbor first policy. Well, SAARC satellite will be a major step in building close relations with neighbors. Modi’s step will not only help some under developed countries but also support nations in vast areas. Indo-Pak relations are also supposed to be rebalanced through it. The active participation of Pak is a positive sign for India. If India went ahead along with cordial relation with close neighbors then, the development will also be effected. As the military ties with Pak and China are not so good. So it is necessary to equalize the relations in some other fields. India’s contribution in Asian Infrastructure Bank (AIB) is also a good step by India toward international ties and these steps in various fields will lead to international peace.

GD: Which is Better Foreign Acquisition or Indigenous Production. Foreign Acquisition: India after being independent, acquired jets, artillery guns, jeeps, etc. from foreign countries. These added strength to the armed forces but simultaneously became a matter of discussion over the cases and controversies that followed these deals.

Pros:
Fast Improvement in Military Strength – After independence, when India was not economically stable, faced a war with Pakistan and after 15 years India faces a war with China. These wars initiated a requirement of modern weapons and machines for battle. So India acquired MiG-21, MiG 29, jeeps and later on acquired Bofors gun, Mirage 2000, INS Viraat, Jaguar etc. These weapons made India fully prepared to face the war and also gain victory.

Improve Relations – India has acquired many warheads from Russia, France, U.S. and other countries. These deals have improved the relations of India with these developed economies and also tightened military relations with them.

Cons:
Scams and Scandals

  • Jeep Scandal – Just after achieving independence, Indian government faced a major corruption scandal that got surfaced which was India’s first biggest corruption scandal worth Rs 80 lakhs for 200 jeeps.
  • Bofors Scam – Bofors guns, which were the game changer in Kargil war, were also hit by corruption. The deal was between India and Sweden for 410 field howitzer guns. Some government officials were accused of receiving kickbacks (or you can say bribe) for finalizing the deal.
  • Augusta Westland Scam – A fresh example, named as chopper gate, is the deal between India and Augusta Westland for Rs. 36 billion. Controversies –   Rafale controversy was a citation of it. Rafale’s deal was started in a different way and came to a different end unexpectedly. The deal was for 126 jets out of which 18 will be transported to India while left 108 will be developed by HAL in India. But money related issues and DASAULT’s rejection for taking a guarantee of those 108 jets was the cause of delays in the deal. And when P.M. Narendra Modi visited France this year, he signed the deal of 36 jets which would be acquired by India in fly away conditions. The deal is still covered on the pages.

Indigenous Production
These days India is preforming well in producing warheads indigenously, which seems to be a better option than acquiring from foreign nations. Prime minister Narendra Modi’s ‘Make in India’ has taken India to a next level of self-dependency. Tejas LAC, ARJUN tank, INS Vikrant are some of the examples of India’s fight for a self-productive drive.

But up-gradation can rectify the problem in machines. As India is going fast in economic and military development, it is necessary to become self-dependent and modernize its weapons.

Do Army Require War to Retain Respect? Indian Armed Forces are the backbone of India and it always stays ahead in all situation which is not uncontrollable or unable to handle. Indian Army is one of the strongest forces in the world with wide range of weapons and sufficient manpower to secure the nation and avert any attack. India has gone through many wars after it got independence in 1947. Three with Pakistan and one with China and these wars have taught India a lot of warfare and soldiers up-gradation.

In a recent statement by our Defense Minister Manohar Parikkar, which stats that Indian Army’s respect has fallen down because it  has not gone through any war in last few decades.

Well, this statement has made a huge space in media and raised many arguments and issues regarding Indian Army.

Army need a more than expected funds and infrastructure to come equal with its growing rivals, China and Pakistan. As we have seen that India is lagging behind both these rivals in the race of nuclear warheads. In north east states, there are some of the areas where terrains are so tough that Indian Army need 1 day to reach. Whereas China on the opposite side of border can reach in just few hours. On the other hand, the issue of One Rank One Pension came to limelight as retired soldiers are protesting for its implementation. Government as allocated just Rs. 1000 crore in the budget for OROP, but actually it requires about Rs 8500 crore to manage the need of scheme.Do-Army-Require-War-to-Retain-Respect

Well, Indian Army don’t need any war to regain respect as the respect still has the same level as earlier. The thing that matters is the focus on military to equalize the strength with the growing enemy. Daily, many soldiers sacrifice their life to protect the nation and creates a void of emotions among family and friends. It doesn’t means that would not be given respect because they didn’t fought a war. They deserve the respect because they did what nobody can do for those whom he call his brothers and sisters surviving freely, leaving their security on his shoulders. Army’s role is not just limited to security. When disasters, armed forces reaches faster than anyone. During J&K flood, Nepal earthquake, Hud hud storm hit Andhra Pradesh and many more examples are sufficient to prove the position of forces in Indian status. Indian Navy also made Indians in Yemen to meet their families in India. These activities makes armed forces an elite organization of India. And, an incomparable job that they do, deserve a salute.

Respect is not about the time of task we pays, but it is about the type of task we do.

Indian Army has always been a respectful organization and will always be. The courage, sacrifice and dedication for duty makes them more than a man. There have been some delays in the fund allocation but, Army is still strong and will always be in the future.

S-400 Deal – S-400 air defense system is a master piece of the Russian military which is famous for its new and superb technology in warfare. This system will promote the air dominance of China along its border. Its 400 km range is the eye pointing feature which makes a large area under its range including New Delhi also. Also, it will protect the China’s new air defense identification zone in The East China Sea. Currently, China has S-300 system with a range of 300 km which can only target Taiwan’s northwestern coast and also makes capital of India and South Korea out of reach. Artificial Islands in The South China SeaRecently media reported that the construction of artificial islands in The South China Sea is almost completed. China’s foreign minister said that the facilities will be built on the island including military and defense also. The construction of these islands was started after China reclaimed about 2000 acres in disputed sea (according to U.S.) last year. These islands were built to bolster its position against other East Asian countries and United States.  In May 2015, the presence of two large artillery vehicles on one of the artificial island became a headline.

Construction of all Civilian Ships According to Military Standards – China is discussing for National Defense Transport Law, which will allot money to shipbuilders for additional money required for construction of civilian ships according to military standards and pattern. This will enhance the potential of the civilian ships to work as a military ship. The law will also provide insurance to the ship builder in case of any tragedy or damage occurs to the ship. U.S. had also used its civilian fleets for maritime tasks during World War II.

Successful Trail of Hypersonic Glide Vehicle – The confirmation of test of “Wu-14” (dubbed by U.S) held in mid of June this year. It is the 4th test of PLA in 18 months. It can go up to the speed of 10 Mach. The special feature is maneuverable ability which helps it to penetrate through a missile defense system. Well, it seemed to be a response to the continued interference of U.S. in The South China Sea (U.S spy plane’s flight in The South China Sea). This test shows the positive progress of Chinese military.

India is the fastest growing economy in the world and is heading to a bright future. But it’s better to concentrate on development after ensuring its safety and defense preparedness, especially when it have a neighbor like China. So Indian armed forces need to be more alert and emphasize on their weapons and strategies to pacify any action from neighbors.
