India and Japan Sign MoI for Co-Development of UNICORN Mast to Enhance Naval Stealth

In a significant advancement for bilateral defense cooperation, India and Japan have signed a Memorandum of Implementation (MoI) for the co-development of the Unified Complex Radio Antenna (UNICORN) mast, a sophisticated structure designed to enhance the stealth characteristics of naval warships. This agreement was formalized during a ceremony in Tokyo on Friday, attended by Indian Envoy to Japan Sibi George and Ishikawa Takeshi, the Commissioner of the Acquisition Technology and Logistics Agency under Japanโ€™s Ministry of Defense.

The UNICORN mast, which integrates advanced communication systems, is intended for installation on Indian naval vessels. This initiative is part of the broader framework of India-Japan Defense Technology Cooperation and marks a pivotal moment as it represents the first export case of defense technology from Japan under the bilateral agreement concerning defense equipment and technology transfer, signed in 2015.

The recent 2+2 inter-Ministerial dialogue held in August 2024 highlighted the urgency surrounding the โ€œearly transferโ€ of the UNICORN technology, indicating both countriesโ€™ commitment to strengthening their defense ties. According to a statement from the Indian Navy, the advanced systems will be co-developed by Bharat Electronics Limited (BEL) in collaboration with Japanese partners, thereby establishing a mutual framework for co-production and development of military hardware between the two nations for the first time.

Japan has been gradually seeking to expand its military hardware exports in recent years, though it operates under strict regulations due to its pacifist constitution. Previous attempts to negotiate a deal for the procurement of amphibious aircraft for the Indian Navy have faced obstacles, including high costs and competing priorities within Indiaโ€™s naval expansion plans.

The joint statement issued after the August 2024 dialogue emphasized appreciation for the successful advancements in areas such as Unmanned Ground Vehicles and Robotics, as well as acknowledgment of the progress made regarding UNICORN and its associated technologies. This statement reflects a mutual understanding of the importance of defense collaboration and technological exchange between the two nations.

The defense partnership has seen high-level interactions, including Indian Defense Minister Rajnath Singhโ€™s visit to the Japan Maritime Self-Defense Force naval base at Yokosuka, where he toured the JS Kumano warship equipped with the UNICORN mast.

Looking forward, India and Japan are also in discussions to enhance cooperation in ship maintenance within India and are exploring coordination in providing defense and security assistance to third countries to promote peace and stability in the Indo-Pacific region. This partnership not only aims to bolster national defense capabilities but also seeks to contribute to regional security dynamics, underscoring both nationsโ€™ commitment to a free and open Indo-Pacific.
