The Indian Navyโs premier base INS Kadamba, located in Karwar, Karnataka, witnessed a significant leadership transition on August 21. Rear Admiral Vikram Menon, VSM, assumed charge as Flag Officer Commanding, Karnataka Naval Area (FOK), succeeding Rear Admiral KM Ramakrishnan, VSM, in a formal handover ceremony.
The change of command underscores the Navyโs ongoing efforts to strengthen operational readiness and expand its strategic footprint in the Indo-Pacific region amid evolving geopolitical challenges.
INS Kadamba: Indiaโs Largest Naval Base
Commissioned on May 31, 2005 under the ambitious Project Seabird, INS Kadamba is strategically positioned along a 26-kilometer coastline between the Western Ghats and the Arabian Sea.
- Phase I, completed in 2011 at a cost of โน2,629 crore, laid the foundation for one of the worldโs largest naval bases.
- Once fully developed, Kadamba will accommodate 50 frontline warships and 40 auxiliary vessels, making it the largest naval facility east of the Suez Canal.
- The ongoing Phase IIA expansion, launched post-2017, continues to enhance infrastructure and logistics, boosting Indiaโs maritime power projection.
Rear Admiral Vikram Menon: A Distinguished Naval Career
Rear Admiral Menon, an alumnus of the National Defence Academy, Khadakwasla, and the Naval War College, brings over 35 years of service to his new role.
His career highlights include:

Strategic Importance of Kadamba
INS Kadamba plays a central role in Indiaโs maritime security strategy, including operations such as Operation Sankalp (2019) to protect Indian-flagged vessels in high-risk waters.
With India countering regional challenges like Chinaโs โString of Pearlsโ strategy, the baseโs expansion is critical to the Navyโs Indo-Pacific vision.
The Navy is also planning to relocate major assets โ including guided-missile destroyers and Scorpรจne-class submarines โ to Karwar, further cementing Kadambaโs position as a strategic maritime hub.
Looking Ahead
Rear Admiral Menonโs appointment comes at a pivotal time in the Navyโs modernization drive. His leadership is expected to steer INS Kadamba towards achieving its full operational potential, reinforcing Indiaโs naval prowess and ensuring security across the Indian Ocean Region (IOR).
