Pune, 27 November 2025 — In response to India’s evolving security environment and the growing need for seamless coordination between Civil Administration and the Armed Forces, the Shivneri Brigade under the aegis of Southern Command, in collaboration with YASHDA (Yashwantrao Chavan Academy of Development Administration), has launched the second Civil–Military Fusion Training Capsule for probationers of the Maharashtra Public Service Commission (MPSC).
The week-long programme brings together 144 MPSC probationers—108 men and 36 women—and Army personnel, creating a unified learning platform to enhance synergy, institutionalise cooperation and foster mutual understanding between two vital pillars of national service. The strong participation of women probationers reflects India’s continued commitment to diversity and inclusive governance within defence–civil collaborations.

The primary objective of the capsule is to promote interoperability, informed decision-making and collaborative readiness between civil authorities and the Indian Army, thereby strengthening governance and crisis response capacities at regional and national levels. Through structured exposure, participants are gaining insight into the Army’s ethos, discipline and operational philosophy while better understanding the Armed Forces’ critical role in ensuring national sovereignty and supporting civil authorities during emergencies.

The initiative is poised to strengthen civil–military synergy in areas such as disaster relief, internal security management, developmental partnerships and administrative preparedness, enabling future civil servants to coordinate effectively with military formations during contingencies.
Civil–Military Fusion Training Capsule 2025 stands as a strategic investment in India’s governance architecture and Atmanirbharta, fostering trust, shared responsibility and unified action. By equipping future civil servants with the knowledge and perspective required to work closely with the Armed Forces, the programme ensures that national institutions operate as one cohesive team in safeguarding sovereignty, responding to crises and driving development.
