S-400 Air Defence System, Su-57 Stealth Jet on Agenda Ahead of Putin’s India Visit: Kremlin

Key Defence Deals, Technology Transfer, and Strategic Cooperation Expected to Dominate 23rd India–Russia Annual Summit.

Kremlin Spokesperson Dmitry Peskov has confirmed that the proposed acquisition of additional S-400 long-range air defence systems and Russia’s latest Su-57 fifth-generation stealth fighter will be major agenda points during President Vladimir Putin’s state visit to India on 4–5 December 2025.

Peskov emphasised the strength of Russia’s defence manufacturing sector and noted that Russian-origin equipment accounts for 36% of India’s current military inventory, a figure expected to grow with deeper collaboration. He described the Su-57 as “the world’s finest aircraft,” expressing Moscow’s readiness to discuss its potential induction by India.

This aligns with earlier offers made by Rosoboronexport at the Dubai Air Show 2025, which included licensed production of advanced air weapons, integration of Indian technologies, and expanded cooperation on next-generation platforms.

Russia and United Aircraft Corporation (UAC) are presenting India with a dual-track Su-57 proposal—ready-to-fly aircraft from Russian facilities, followed by a gradual shift to Indian production. The package includes technology transfer in critical fields such as engines, optics, AESA radars, artificial intelligence systems, stealth materials, and advanced weaponry.

The agenda further includes the possibility of jointly developing a two-seat Su-57E variant, potentially reviving aspects of the earlier Fifth Generation Fighter Aircraft (FGFA) project.

Peskov also invoked the success of the BrahMos supersonic cruise missile as a model of Indo-Russian defence collaboration, stressing that the upcoming discussions revolve not just around procurement, but around deep, long-term technological partnerships.

Beyond defence aviation, nuclear energy cooperation is expected to feature prominently. Russia is offering small modular reactors backed by extensive operational experience and proposing mutual investments to expand projects such as the Kudankulam Nuclear Power Plant.

Peskov additionally condemned the recent Delhi blasts, drawing parallels to Russia’s own history of combating terrorism and calling for unified global efforts against the threat.

Putin’s visit, taking place at the invitation of Prime Minister Narendra Modi, will conclude with the 23rd India–Russia Annual Summit, where the two leaders will review progress across defence, strategic, and energy sectors.

Reports indicate that India is exploring the procurement of up to five more S-400 regiments, citing their proven effectiveness during Operation Sindoor. Broader talks may also include submarines, helicopters, and even exploratory discussions on the S-500 air defence system.

The summit is set to reinforce the enduring strength of the India–Russia “Special and Privileged Strategic Partnership”, even as global geopolitics continue to evolve.
