France Submits Proposal for ₹3.25 Lakh Crore Deal to Supply 114 Rafale Fighter Jets to India

French offer includes manufacturing 94 aircraft in India, higher indigenous content and integration of Indian weapon systems.

France has submitted its detailed technical and commercial proposal to India for the procurement of 114 Rafale multirole fighter aircraft, marking a major step forward in one of the Indian Air Force’s largest fighter acquisition programmes aimed at strengthening its combat capabilities and addressing its declining squadron strength.

According to reports, French authorities have formally responded to India’s Letter of Request (LoR), which was issued in May 2026 under the proposed government-to-government procurement framework. The proposal is currently under examination by the Acquisition Wing of the Ministry of Defence and the Indian Air Force.

The proposed deal, estimated at approximately ₹3.25 lakh crore, centres on the acquisition of 114 Rafale fighter jets, with a significant emphasis on technology transfer, indigenous manufacturing and long-term industrial cooperation under the Government of India’s Aatmanirbhar Bharat initiative.

A key feature of the French proposal is the commitment to manufacture 94 of the 114 aircraft in India through a local industrial partnership. Dassault Aviation, the manufacturer of the Rafale, is expected to collaborate with major French defence companies including MBDA, Safran and Thales, while partnering with Indian defence and aerospace firms for local production.

The proposal also includes a substantial increase in indigenous content, with the Indian side expected to closely evaluate plans for integrating domestically developed weapons such as variants of the Astra beyond-visual-range air-to-air missile into the Rafale platform. The extent of technology transfer, localisation and industrial participation will form critical aspects of India’s assessment before negotiations move to the next stage.

The programme is expected to generate significant economic opportunities for India’s defence manufacturing sector, with industry participation estimated at around ₹1.6 lakh crore. Indian companies such as Tata, Larsen & Toubro and other domestic aerospace and defence manufacturers are expected to play an important role in the production ecosystem if the proposal progresses.

The acquisition is intended to significantly strengthen the Indian Air Force’s operational capability at a time when its fighter squadron strength remains below the sanctioned level due to the retirement of legacy MiG aircraft and delays in the induction of indigenous platforms such as the Light Combat Aircraft (LCA) Mk1A and the future LCA Mk2.

The Rafale has already become one of the Indian Air Force’s frontline combat aircraft following the induction of 36 fighters ordered under the 2016 agreement. In addition, the Indian Navy has contracted 26 Rafale Marine aircraft for carrier-based operations. If the proposed acquisition of 114 aircraft is finalised, India’s Rafale fleet would rise to 176 aircraft, substantially enhancing the country’s air combat capability.

The proposal follows the Defence Acquisition Council’s approval of the Indian Air Force’s requirement for 114 multirole fighter aircraft earlier this year. The programme forms a central component of the Ministry of Defence’s broader effort to modernise the Air Force and restore squadron strength amid evolving regional security challenges.

The French proposal will now undergo detailed technical, operational and commercial evaluation by the Ministry of Defence and the Indian Air Force before negotiations on pricing, industrial partnerships, technology transfer and contract terms proceed further. If concluded, the agreement would represent one of India’s largest defence procurement programmes and significantly deepen the long-standing strategic and defence partnership between India and France.
