Kargil, November 2, 2026: Brigadier N Balamurugan assumed command of Project Vijayak as Chief Engineer on November 2, 2026, succeeding Brigadier Rahul Oberoi, who completed two years of dedicated service with the strategically important infrastructure project of the Border Roads Organisation (BRO).
The change of command marks a new chapter for Project Vijayak, which plays a crucial role in maintaining and developing strategic road connectivity across the challenging mountainous terrain of Ladakh.
Headquartered at Kargil, Project Vijayak is responsible for sustaining vital lines of communication across strategically significant areas, extending from the formidable Zojila Pass to the approaches towards the Siachen region. These roads serve as essential lifelines for military formations, local communities and the movement of critical supplies in some of India’s most demanding geographical conditions.
During his two-year tenure, Brigadier Rahul Oberoi led the project through the considerable challenges associated with infrastructure development and maintenance in high-altitude terrain. His period of command reflected the BRO’s continued commitment to keeping strategically important routes operational despite extreme weather conditions, difficult terrain and limited construction windows.
On assuming command, Brigadier N Balamurugan reaffirmed his commitment to upholding the proud legacy of Project Vijayak by prioritising quality infrastructure, timely project execution and engineering excellence.
He emphasised the importance of strengthening connectivity in the region through sustained infrastructure development and efficient project implementation, ensuring that the road network continues to meet the operational and logistical requirements of the armed forces.
Project Vijayak occupies a significant position within India’s border infrastructure network. The roads maintained under the project contribute directly to military mobility, logistical preparedness and connectivity between remote settlements and important strategic locations.
The Zojila axis, in particular, remains a critical gateway connecting the Kashmir Valley with Kargil and the wider Ladakh region. Maintaining reliable road access along such routes requires continuous engineering efforts, particularly during periods of heavy snowfall, landslides and adverse weather.
The BRO’s work in the region also contributes to the socioeconomic development of remote communities by improving access to essential services, facilitating transportation and strengthening connections with other parts of the country.
As Brigadier N Balamurugan takes charge, Project Vijayak will continue its mission of strengthening strategically important infrastructure and maintaining dependable communication routes across Ladakh.
The leadership transition reinforces the Border Roads Organisation’s enduring commitment to engineering excellence, operational readiness and the development of vital infrastructure in India’s strategically sensitive border regions.
