In a decisive move to fortify security across Jammu and Kashmir, the Union Territory government has approved the deployment of 4,000 ex-servicemen to safeguard critical infrastructure. The initiative, led by the Jammu and Kashmir Sainik Welfare Board, is designed to utilize the training and discipline of military veterans to protect power stations, government offices, bridges, and other key installations vulnerable to security threats.

The decision follows continued concerns over sporadic terrorist activity in the region, despite a noted decline in infiltration attempts across the Line of Control since 2019. Small terror groups have continued to target soft infrastructure and civilians, creating unease among local populations and disrupting daily life. A 2023 report by the Observer Research Foundation highlighted the persistent threat posed by over 100 terrorist launch pads in Pakistan-occupied Jammu and Kashmir.

The ex-servicemen will serve in non-combatant roles with responsibilities including static guard duties, presence-based deterrence, and coordination with local police and district officials. Of the 4,000 veterans selected, 435 are licensed firearm holders, enhancing their ability to respond to localized threats. Their deployment will be overseen by District Sainik Welfare Officers to ensure effective integration with civil administration and law enforcement.

This step builds on past successes, such as the contribution of 2,500 ex-servicemen during the Covid-19 pandemic to aid in administrative and relief tasks. Officials view the current initiative as a strategic collaboration between civil authorities and military veterans, reinforcing community-based security frameworks without militarizing public spaces.

The move is being hailed as a proactive response to protect vital infrastructure and ensure public safety. It also reflects a broader strategy to address the multifaceted challenges in Jammu and Kashmir, including terrorism, political disenfranchisement, and economic vulnerability, by giving a productive role to trained veterans in maintaining peace and stability.
