Close to 50% of India’s population are women, therefore half of its potential. But today gender inequality persists everywhere in our country and stagnates socio-economic growth. As a result, India ranks 131 in Human Development Index, 125 in Gender Inequality Index.

The share of seats in parliament is only 12%. But for India to become a globally recognisable power, the development has to be inclusive. So the role of Indian women is very important to break the socio-economic barrier which otherwise draws them backwards and thereby slows down the overall growth of the country.

Women have proven their worth in virtually every field today. Present day they are fighting shoulder to shoulder with men in the frontline, flying fighter aircraft and making their presence in the administration of the country.

Trilateral Naval Exercise Malabar 2018 being held June 6-15

Ex Malabar 2018
Ex Malabar 2018

India, Japan and the U.S. are conducting the annual Malabar trilateral naval war games off the coast of Guam in the Philippine Sea from June 6-15. Guam island was a theatre of an intense World War II when US forces stormed in to take it from the Japanese.

About Exercise Malabar

Exercise Malabar is a trilateral naval exercise involving the United States, Japan and India as permanent partners. Originally begun in 1992 as a bilateral exercise between India and the United States, Japan became a permanent partner in 2015.

Past non-permanent participants are Australia and Singapore. Australia, in the last two years, had repeatedly requested to be part of the annual drill but India again refused after China raised is concerns.

The annual Malabar series began in 1992 and includes diverse activities, ranging from fighter combat operations from aircraft carriers through Maritime Interdiction Operations Exercises.

The Malabar exercise began in 1992 as a joint Indo-US naval drill. But it was suspended from 1998 to 2002 after India conducted nuclear weapons tests in 1998. This year marks the 22nd edition of the exercise which has now become an annual feature in the deep military ties between the US and India.

Among High Tensions

The exercise comes at a time of increased friction between China and the three countries along with the nations bordering South China Sea as Beijing militarises reclaimed islands.

China and Japan have a thousand year history of fighting each other, while China and India just got out from the Doklam standoff. US, being the big bully it is, also has not so good relations with China.

Incidentally the U.S. has just renamed its Pacific command as Indo-Pacific command to underscore its commitment to the region in line with its Indo-Pacific strategy.

The Participants

India

The Indian Navy has sent the INS Kamorta, the first of four anti-submarine Kamorta-class stealth corvettes; the INS Sahyadri, a Shivalik-class stealth multi-role frigate; and the Deepak-class fleet tanker INS Shakti. There is also a P-8I Neptune advanced maritime patrol/anti-submarine warfare aircraft.

However, INS Vikramaditya is currently undergoing scheduled refit and will not take part in current exercise.

Japan

Japan is represented by the 19,000-tonne JS Hyuga – the lead ship of the Hyuga-class of helicopter carriers; the Takanami-class guided-missile/ASW destroyer JS Suzunami; the Akizuki-class guided-missile destroyer JS Fuyuzuki; and a diesel-electric attack submarine, as well as one Kawasaki P-1 maritime patrol aircraft.

US

The US Navy has fielded aircraft carrier USS Ronald Reagan (CVN 76), the guided-missile cruisers USS Antietam (CG 54) and USS Chancellorsville (CG 62), the guided-missile destroyer USS Benfold (DDG 65) and a P-8A Poseidon aircraft.

The Training

Malabar will be done in two phases: ashore and at-sea training. The harbour phrase will occur at Naval Base Guam from June 7 to 10 and the sea phase from June 11 to 16 in the Philippine Sea.

The at-sea part will see military-to-military coordination and capacity to plan and execute tactical operations in a multinational environment.

The events planned during the at-sea portions include gunnery exercises, anti-submarine warfare, air defense exercises, surface warfare exercises, helicopter cross-deck evolutions and underway replenishments.

Principal of National Defence Academy Booked for Alleged Malpractice

NDA Principal Booked For Malpractise
NDA Principal Booked For Malpractise

The Central Bureau of Investigation raided the premises of the National Defence Academy (NDA) in Khadakwasla for alleged irregularities in the selection and appointment of teaching staff for training the cadets.

The agency has booked 5 senior faculty members and other unidentified suspects have been booked under IPC sections for cheating, forgery and criminal conspiracy and sections of the Prevention of Corruption Act.

The Scam

The CBI said it had booked the NDA principal Om Prakash Shukla, head of chemistry department, a professor of political science, an assistant professor of chemistry and an assistant professor of mathematics and ‘unknown others including certain officials’ for their roles in the recruitment scam.

The CBI said that during 2006-15, the accused got selected and appointed in different posts of teaching faculty by furnishing false information and certificates against Union Public Service Commission norms. They also allegedly forged and false certificates indicating their service/teaching experience and exaggerated Academic Performance Indicator (API) score.

The agency had registered a preliminary enquiry in 2017 on the basis of allegations that 13 faculty members of the academy were appointed in spite of being ineligible. Shukla was appointed principal of the elite armed forces training centre in Khadakwasla, in 2011.

The teaching posts on which these accused were appointed are civilian positions for which selection is done by the UPSC. On the recommendation of the UPSC, the defence ministry makes the appointment.

Not the first time

In 2012, the CBI had arrested six people in a similar case with class ‘C’ employees at the same institute. The arrested people included Colonel Kulbir Singh, staff officer to NDA Commandant Lt Gen Jatinder Singh, NDA employee Ramesh Gaikwad, Bal Kishen Kanojia – who runs a food stall in Pune, his employee Vishnu Sharma and two alleged touts Manoj Sheetal Kar and Dattatre Sheetal Kar.

The CBI filed a charge sheet against the accused in 2015. The accused are now out on bail.

The CBI is also investigating a case of alleged malpractices in allotment of contract for the purchase of branded clothing for cadets, which involved senior officers of the academy.

Conclusion

A scam like this, at this level and involving a person of such level have ashamed the dignity of NDA and the nation. These criminals should be subjected to the strictest punishments under the law.
