Disabled Cadets of Army, Navy & IAF Will Get The Pension Soon

The armed forces have put forth a proposal to include in the services’ pension regulations officer trainees who are medically boarded out for disabilities suffered during their military training. The move will pave the way for the trainees to secure a disability pension.

The proposal is for officer trainees who undergo training at the Indian Military Academy in Dehradun, the National Defence Academy, Khadakwasla, the naval and air force academies. Sources told ThePrint that at least 8-10 trainees are medically boarded out every year.

The proposal, ThePrint has learnt, is under the active consideration of the defence ministry, which is currently assessing the overall financial implications of the move.

Defence sources told ThePrint that the proposal under consideration includes an amendment to the regulation concerning disability pension and family pension — covered under the pension regulations of the services — for these officer trainees.

It has also been proposed that the ex-servicemen contributory health scheme (ECHS) should be extended to these trainees and that they should be granted the benefits under the Army Group Insurance Fund (AGIF).

Once an in-principle approval is received from the government, the finer modalities will be worked out, the sources said.

A defence source told ThePrint that currently the trainees are only paid a stipend in the final year of training. 

“The pension for these trainees is likely to be based on the starting salary entitled to a lieutenant or equivalent,” the source said.

The source added that it is proposed that even the contribution to ECHS would be made by the government based on starting salary entitled to a lieutenant or equivalent. The contribution to the AGIF will be deliberated upon after the in-principle approval is granted.

According to Major Navdeep Singh (retd), an advocate in the Punjab and Haryana High Court, the issue should’ve been resolved long ago.

“In fact, Mr. Parrikar (former defence minister Manohar Parrikar) wanted this sorted out and had even referred it to the Committee of Experts. The unfortunate part, however, is that despite Mr Parrikar’s will, the committee’s observations and the positive approach of all stakeholders including the CDS, the defence services, higher bureaucracy and even the defence accounts department, the matter is still hanging fire because certain officers at the lower level manage to put up hyper-technical objections and send the file in a never-ending orbit,” he told ThePrint.

ThePrint tried reaching the Defence Ministry spokesperson through a call and a text message, but did not receive a response until the publishing of this report. The report will be updated when we receive one.

A long-standing demand

There has been a long-standing demand from the military community that officer trainees who are medically boarded out or die during their training should be provided with disability pension.

At present, they are not provided pensions, or other pay and allowances as their training is not equated with service. 

The issue was put before the Sixth Pay Commission to count their last year of training as service, but was rejected.

A report submitted by a Committee of Experts in 2015 had recommended that the trainees should be given proper disability pension and that they should be supported through professional courses for resettlement in civil life, among others.

However, there was no further movement on the matter.

According to sources, a recent order by the Punjab and Haryana High Court has given fresh impetus to the matter.

In August last year, the Punjab and Haryana High Court had directed the government to consider granting disability benefits to defence officer trainees at par with civilian officers.

The court was hearing a petition by Jaya Madan, widow of a officer trainee who was boarded out of the Indian Military Academy for a disability suffered during training. He passed away in 2019.

The petition had stated that on a disability of 20 per cent, an civil officer trainee is paid Rs 36,465 per month, a recruit trainee (jawans) is paid Rs 18,000 per month, while an officer trainee is paid Rs 12,240 per month. Widows of officer trainees are not paid anything. 

This is due to the fact recruits undergoing training are counted as being in service from the first day of training and as a result also get full disability pension and other facilities if they suffer a disability during training. What a disabled officer trainee gets is a monthly ex-gratia award, which is a fixed amount.

A regular disability pension is a factor of the last pay drawn. For 100 percent disability attributable to military service, it is 30 percent of the last pay drawn and scaled down proportionately.

Akash Surface-To-Air Missiles System

Akash is a medium-range mobile surface-to-air missile (SAM) system developed by the Defence Research and Development Organisation (DRDO) and produced by Bharat Dynamics Limited (BDL). Bharat Dynamics Limited (BDL) on Thursday signed a contract worth about Rs 499 crore with the Ministry of Defence for the manufacture and supply of Akash missiles to the Indian Air Force (IAF).

According to a press release, the contract was signed by Air Commodore Ajay Singhal, Air Commodore, Guided Weapons Maintenance on behalf of Indian Air Force and Commodore T N Kaul (Retd), Executive Director (Marketing) on behalf of BDL in the presence of Radhakrishna, Director (Production), BDL at New Delhi today.

CMD, BDL Commodore Siddharth Mishra (Retd) stated that BDL is supplying Akash Missiles to the Indian Army and Indian Air Force. With the announcement from the Union Cabinet regarding clearance of Akash Weapon System for Export, the Company is exploring offering Akash for export to foreign countries. BDL has already received export leads from some countries expressing interest in procuring the Missile. The Company has a well-established infrastructure and expertise to execute these orders and meet the customer delivery schedule.

BDL is the prime production agency for projects under India’s Integrated Guided Missile Development Programme (IGMDP). Akash is one of the missiles under IGMDP being manufactured by BDL, both for the Indian Army and the Indian Air Force. The Missile has been successfully test-fired on several occasions and is regarded as one of the best missiles in its category.

The Company also manufactures Anti-Tank Guided Missiles, Air to Air Missiles, Air to Surface Weapons, Launchers, Test Equipment, Underwater weapons, and Counter Measure Systems.
The Company has bagged new orders worth about Rs 2803 Crore (including taxes) during the FY 2020-21 which includes Anti – Tank Guided Missiles order worth about Rs 1820 Crore and Surface to Air Missiles order worth about Rs 793 Crore.

With the present contract signed for the supply of Akash to the Indian Air Force, the order book position now stands at about Rs 8683 Crore.

The company is also aiming to expand its footprints in the international market by offering Air Missiles, Anti-Tank Guided missiles, underwater weapons, and Counter Measure Systems in addition to Akash Missiles to friendly countries.

The Punjab Police have busted a cross-border espionage network with the arrest of two army sepoys, who are accused of providing classified documents to Pakistan’s Inter-Services Intelligence (ISI). They have been identified as sepoys Harpreet Singh and Gurbhej Singh, both 23. Harpreet belongs to Cheecha village in Amritsar and was posted in Anantnag. He joined the Indian Army in 2017 and belongs to the 19 Rashtriya Rifles. Gurbhej is from Punian in Tarn Taran, belongs to 18 Sikh Light Infantry and was working as a clerk in Kargil. He had joined the army in 2015.

Punjab director general of police (DGP) Dinkar Gupta on Tuesday said that the espionage network was unearthed after the Jalandhar rural police recovered confidential documents related to the functioning and deployment of the Indian Army from cross-border drug smuggler Ranvir Singh, who was arrested with heroin on May 24.

During interrogation, Ranvir disclosed that he got the documents from Harpreet, who was his friend as they both belong to the same village.

“Ranvir motivated and lured sepoy Harpreet Singh with financial benefits for sharing defence-related classified documents, following which the latter inducted his friend Gurbhej into such anti-national spying activities,” said DGP Dinkar Gupta.

As Gurbhej was working as a clerk in the 121 Infantry Brigade Headquarters in Kargil, he could get easy access to classified documents containing both strategic and tactical information related to the Indian Army, said the DGP.

On the basis of the result of the written part of the National Defence Academy and Naval Academy Examination, (I) 2021 held by the Union Public Service Commission on 18th April, 2021, candidates with the under mentioned Roll Nos. have qualified for interview by the Services Selection Board (SSB) of the Ministry of Defence for Admission to Army, Navy and Air Force Wings of the National Defence Academy for the 147th Course and for the 109th Indian Naval Academy Course (INAC) commencing from 2nd January, 2022. The result is also available at Commission’s website www.upsc.gov.in.

The candidature of all the candidates, whose Roll Nos. are shown in the list is provisional. In accordance with the conditions of their admission to the examination, “candidates are requested to register themselves online on the Indian Army Recruiting website joinindianarmy.nic.in within two weeks of announcement of written result. The successful candidates would then be allotted Selection Centres and dates, of SSB interview which shall be communicated on registered e-mail ID. There are four training Battalions viz, Bhagat, Cariappa, Thimayya and Manekshaw commanded by Colonels and assisted by Majors and Captains who are the Company and Platoon Commanders. Battalions are named after the Ex Chiefs of the Army Staff except Bhagat Bn which is named after Lieutenant General PS Bhagat, VC – the first officer to be awarded with Victoria Cross and also was the Commandant of IMA. The Battalions are organized into four Companies each of which are further subdivided into three platoons each.

The Army Cadet College Wing (Siachen battalion) headed by a Brigadier is the fifth Battalion of IMA located in Tons Campus. It consists of three Companies with three platoons each and a Academic Department headed by a Principal. The latter is organisation into various departments under the Humanities and Science Streams and each department is being headed by a Professor / Associate Professor.

Cadets Daily Routine at Indian Naval Academy

The cadet gets up early in the morning before the sunrays dawn upon the earth. This time doesn’t change be it sunny, windy, rainy, and cold, the time is always the same, it isn’t your regular school to delay your start or totally cancel it off owing to bad weather, it is the navy and one needs to go on. Now he is ready to go for his drill, swimming, physical training, small arms training, horse riding or watermanship training in the morning. Thereafter he changes into his uniform and prepares his own cabin in a presentable state. He then goes for a sumptuous breakfast to mess followed by classroom instructions. Yes all this happens before you even start your academic day. Then cadets go through the regular B Tech subjects and some of the tough service subjects for the next four hours in classrooms which would put even the finest of internationally renowned colleges to shame. They are attached with the state of the art training aids to help instructors impart knowledge in the most efficient manner possible.

When the average Indian catches his sleep or at the very least would like to stay indoors is the time not to waste. After having lunch and a little amount of rest training resumes in the form of games like basketball, volleyball, hockey, football, squash, table tennis, lawn tennis, etc or maybe a cross country run practice around the beautiful sceneries of woods, beaches, gardens and hilltops. Another option is to go for water sports, be it sailing, windsurfing, rowing, kayaking or the coveted pulling. One can even be involved on a certain club day on various types of activities which are definitely not so easy to get in the outside world. One must even endure sometimes a combination of the above mentioned activities but in good spirit so as to have considerable experience of everything rather than being a jack of all trades and a master of none. The task might seem heavy and maybe even impossible to a common person but it definitely is possible and is being undertaken by everyone here.

After going through these activities one is definitely in the need of some refreshment which comes in the form of the own time one gets. One may choose to rest in cabin, go to the cafeteria, grocery shop or even the Pongo ice cream shop to refresh oneself. After the own time it’s time for some serious studying and cadets engage themselves in a strict study period, going through notes or other electronic aids provided on the academy’s LAN. This takes place till it’s time for dinner. Now it’s time for physical training for the relatively weak, some studies for the relatively weak and some squadron building time with juniors running to their seniors for specific help be it any field, seniors coming down to ensure all juniors do their duties and undergo training and nobody gets through unnoticed. When the most hardworking of Indians would also give up its tattoo period here in the academy. One stays inside cabin to prepare for a new day tomorrow, be it uniforms, assignments, some tests or improving the general state of the cabin. All this done in a single days’ time would definitely have taken maybe a week to do outside but this compact schedule is what makes it tough. By the time its 10’o clock in the night the cadet has no energy left except to go towards his bed and mind you what a satisfying feeling that is to lie in bed after a complete day but one cannot enjoy that cause the body is just too tired to stay awake.
